【摘要】：隨著“十三五”規(guī)劃的頒布以及政府近期一連串的動(dòng)向,表明環(huán)保產(chǎn)業(yè)的發(fā)展將成為國民經(jīng)濟(jì)重點(diǎn)發(fā)展的方向之一�？v向來看,環(huán)保產(chǎn)業(yè)包括環(huán)境工程、設(shè)備、環(huán)境投資和環(huán)境服務(wù)等部分,環(huán)境服務(wù)是環(huán)保產(chǎn)業(yè)的核心,是環(huán)保產(chǎn)業(yè)經(jīng)過初期的基礎(chǔ)設(shè)施建設(shè)后,在未來得以持續(xù)發(fā)展和有效運(yùn)轉(zhuǎn),真正實(shí)現(xiàn)環(huán)境保護(hù)目標(biāo)的保障。從橫向來看,環(huán)保服務(wù)產(chǎn)業(yè)是建立在不同經(jīng)濟(jì)部門相互交叉、相互滲透基礎(chǔ)上的綜合性產(chǎn)業(yè),它的發(fā)展需要融合多個(gè)產(chǎn)業(yè)協(xié)同運(yùn)轉(zhuǎn)�；谶@一特殊性,產(chǎn)業(yè)鏈的概念正是依據(jù)特定的協(xié)作關(guān)系和時(shí)空布局形成的上下關(guān)聯(lián)的、動(dòng)態(tài)鏈?zhǔn)浇M織(1)。因此,本文基于產(chǎn)業(yè)鏈的視角,對(duì)環(huán)保服務(wù)業(yè)的發(fā)展進(jìn)行探索研究。本文共分為七章,第一章為緒論,點(diǎn)明本文研究的背景和研究意義,在總結(jié)相關(guān)研究現(xiàn)狀的基礎(chǔ)上,提出了本文的研究思路、方法和創(chuàng)新之處。第二章進(jìn)行環(huán)保服務(wù)產(chǎn)業(yè)鏈相關(guān)概述,介紹了國內(nèi)外對(duì)環(huán)保服務(wù)業(yè)的概念界定和分類,以及環(huán)保產(chǎn)業(yè)鏈、環(huán)保服務(wù)產(chǎn)業(yè)鏈的概念、區(qū)別、特征和功能。第三、四、五章為重點(diǎn)章節(jié),分別基于產(chǎn)業(yè)鏈延伸、整合以及全產(chǎn)業(yè)鏈創(chuàng)新的視角探討環(huán)保服務(wù)業(yè)的發(fā)展路徑。其中第三章基于產(chǎn)業(yè)鏈延伸的視角創(chuàng)新性地提出了生產(chǎn)部門延伸、設(shè)施建設(shè)部門推進(jìn)和服務(wù)部門引領(lǐng)這三種環(huán)保服務(wù)產(chǎn)業(yè)發(fā)展模式,同時(shí)應(yīng)用現(xiàn)實(shí)企業(yè)案例進(jìn)行驗(yàn)證。第四章基于產(chǎn)業(yè)鏈整合的視角進(jìn)行了一體化對(duì)環(huán)保服務(wù)產(chǎn)業(yè)發(fā)展的適用性分析,包括前向一體化和后向一體化。同時(shí)創(chuàng)新性地提出了環(huán)保服務(wù)知識(shí)鏈與環(huán)保服務(wù)價(jià)值鏈雙鏈整合的環(huán)保服務(wù)產(chǎn)業(yè)發(fā)展模式。第五章基于環(huán)保服務(wù)全產(chǎn)業(yè)鏈創(chuàng)新的視角,提出組成環(huán)保服務(wù)產(chǎn)業(yè)的微觀企業(yè)向全產(chǎn)業(yè)鏈綜合服務(wù)的轉(zhuǎn)型方向發(fā)展,并具體提出了基于研發(fā)服務(wù)創(chuàng)新、運(yùn)營服務(wù)模式創(chuàng)新、第三方檢測(cè)服務(wù)創(chuàng)新、產(chǎn)業(yè)鏈整合服務(wù)創(chuàng)新、多維產(chǎn)業(yè)鏈協(xié)同服務(wù)創(chuàng)新的環(huán)保服務(wù)產(chǎn)業(yè)鏈現(xiàn)實(shí)升級(jí)路徑,同時(shí)以先河環(huán)保公司的現(xiàn)實(shí)案例進(jìn)行驗(yàn)證。第六章從產(chǎn)業(yè)鏈延伸、產(chǎn)業(yè)鏈整合以及產(chǎn)業(yè)鏈轉(zhuǎn)型升級(jí)三方面提出培育我國環(huán)保服務(wù)產(chǎn)業(yè)鏈的政策建議。
[Abstract]:With the promulgation of the 13th Five-Year Plan and a series of recent trends by the government, it shows that the development of the environmental protection industry will become one of the key development directions of the national economy. Vertically, the environmental protection industry includes environmental engineering and equipment. Environmental investment and environmental services. Environmental services are the core of the environmental protection industry. After the initial infrastructure construction, the environmental protection industry will continue to develop and operate effectively in the future. From a horizontal point of view, the environmental protection service industry is a comprehensive industry based on the intersection and penetration of different economic sectors. Based on this particularity, the concept of industrial chain is based on the specific cooperative relationship and spatial and temporal distribution of the upper and lower correlation, dynamic chain organization. Therefore, this paper based on the perspective of industrial chain. This paper is divided into seven chapters, the first chapter is the introduction, points out the background and significance of this study, on the basis of summarizing the current research situation, puts forward the research ideas of this paper. The second chapter introduces the definition and classification of the environmental protection service industry chain at home and abroad, as well as the concept, distinction, characteristics and function of the environmental protection industry chain and the environmental protection service industry chain. Chapter four and chapter five focus on the development path of environmental protection service industry based on the perspective of industrial chain extension, integration and innovation of the whole industry chain respectively. The third chapter innovatively puts forward the production sector extension based on the perspective of industrial chain extension. Facilities construction departments promote and service departments lead the development of these three kinds of environmental protection service industries, The fourth chapter analyzes the applicability of integration to the development of environmental protection service industry based on the perspective of industrial chain integration. It includes forward integration and backward integration. At the same time, it puts forward the development model of environmental protection service industry which integrates knowledge chain of environmental protection service and double chain of environmental service value chain innovatively. Chapter five is based on the perspective of innovation of the whole industry chain of environmental protection service. The paper puts forward the direction of transformation from micro enterprises which constitute environmental protection service industry to integrated services of the whole industry chain, and puts forward the innovation based on R & D service innovation, operation service mode innovation, third party detection service innovation, industry chain integration service innovation, etc. Multi-dimensional industrial chain collaborative service innovation of environmental protection service industry chain upgrading path, while the reality of environmental protection companies to verify the case. Chapter 6 from the industrial chain extension, Industrial chain integration and industrial chain transformation and upgrading three aspects of the cultivation of China's environmental protection service industry chain policy recommendations.
