【摘要】:隨著我國城鎮(zhèn)化和工業(yè)化進程在21世紀不斷加快,作為城鎮(zhèn)化的重要成果和產(chǎn)業(yè)發(fā)展的物質(zhì)載體,產(chǎn)業(yè)新城的建設(shè)在實現(xiàn)人民安居樂業(yè)、產(chǎn)業(yè)升級中發(fā)揮著重要作用,因此備受地方政府關(guān)注。但由于開發(fā)產(chǎn)業(yè)新城涉及的公共服務(wù)設(shè)施種類多、投資規(guī)模大,地方政府因自身債務(wù)問題和政策限制,難以按照傳統(tǒng)方式命令下屬平臺公司負債開發(fā)。為解決上述問題,國家自2014年開始正式推廣政府與社會資本合作(PPP)模式,積極引入社會資本參與公共服務(wù)設(shè)施建設(shè)開發(fā)。然而,PPP模式作為一種新興事物,處于推廣規(guī)范階段,尚未被業(yè)界熟知。本文首先以較短篇幅簡要介紹了上述國家力推PPP模式的背景,并就國內(nèi)外對該模式的研究情況進行敘述。然后,本文概略地闡述了 PPP模式的定義、特征及意義,闡述了 PPP模式的實施流程,列舉了 PPP模式的運作方式、融資渠道、付費模式,展示了常見的風(fēng)險防控手段,并初步建立了PPP模式與公共服務(wù)設(shè)施集合體——產(chǎn)業(yè)新城開發(fā)之間的關(guān)系。隨后,本文通過引入固安產(chǎn)業(yè)新城、中信濱海新城、B縣大數(shù)據(jù)產(chǎn)業(yè)新城三個產(chǎn)業(yè)新城PPP模式開發(fā)案例,分析了每個項目所面臨的問題,介紹了不同社會資本方解決上述問題的方法,并分別就固安產(chǎn)業(yè)新城的"園區(qū)+地產(chǎn)"模式的風(fēng)險防控、中信濱海新城的土地整理收益模式的運作方式及B縣大數(shù)據(jù)產(chǎn)業(yè)新城的"低收益BLT+經(jīng)營性資源補貼"模式的融資渠道三個方向進行了分析,得出啟示,并以啟示為依據(jù),提出基于國內(nèi)現(xiàn)狀下對PPP模式應(yīng)用于產(chǎn)業(yè)新城的建議。第一,在運作方式上,項目的前期論證工作尤為重要,從具體實施環(huán)境出發(fā),做好項目把關(guān),篩選出合適的PPP運作方式是確保項目成功的第一步;而合理的劃分并履行合作雙方的職能職責是項目成功的保障。第二,在融資渠道方面,提前接觸政策性銀行,提早建立融資平臺是降低融資風(fēng)險的穩(wěn)妥措施;考慮新興融資渠道也是確保資金及時到位的有利方式。第三,在風(fēng)險防控方面,提高政企雙方相互信任度,建立合理的風(fēng)險分擔機制,依靠法律法規(guī)嚴格履約則是項目成功的關(guān)鍵。
[Abstract]:With the acceleration of urbanization and industrialization in the 21st century, as an important achievement of urbanization and material carrier of industrial development, the construction of a new industrial city plays an important role in the realization of people living and working in peace and contentment, and industrial upgrading. Because of the variety of public service facilities involved in the development of the new industrial city and the large scale of investment, the local governments are constrained by their own debt problems and policies. It is difficult to order the debt development of subordinate platform companies according to the traditional way. In order to solve these problems, the government has officially promoted the PPP model of government and social capital cooperation since 2014. Social capital is actively introduced into the construction and development of public service facilities. However, as a new thing, the PPP model is in the stage of popularization and standardization. First, this paper briefly introduces the background of the PPP model pushed by the countries mentioned above, and describes the research situation of the model at home and abroad. Then, the definition of the PPP model is briefly expounded in this paper. The characteristics and significance of the PPP model are described, the operation mode, financing channel, payment mode of the PPP mode are listed, and the common means of risk prevention and control are shown. And the relationship between the PPP model and the development of the new industrial city, which is the collective of public service facilities, is established. Then, through the introduction of the Guan Industrial New City, the CITIC Binhai New Town and big data Industrial New Town, three industrial new city PPP development cases are introduced in this paper. This paper analyzes the problems faced by each project, introduces the methods of solving the above problems by different social capital parties, and discusses the risk prevention and control of the "park real estate" model of Guan Industrial New City, respectively. This paper analyzes the operating mode of land consolidation income model of CITIC Binhai New City and the financing channel of "low income BLT operating Resource subsidy" model of big data Industrial New Town in B County. This paper puts forward some suggestions on the application of PPP model to the new industrial city based on the present domestic situation. First, in terms of operation mode, the preliminary demonstration work of the project is particularly important. Starting from the concrete implementation environment, we should do a good job of project control. The first step to ensure the success of the project is to select the appropriate PPP operation mode, and to reasonably divide and perform the functions of both partners is the guarantee of the success of the project. Second, in terms of financing channels, the policy banks should be contacted in advance. The early establishment of a financing platform is a sound measure to reduce the risk of financing; considering emerging financing channels is also an advantageous way to ensure that funds are in place in a timely manner. Third, in terms of risk prevention and control, both governments and enterprises should increase their mutual trust. Establishing a reasonable risk-sharing mechanism and relying on laws and regulations to strictly perform is the key to the success of the project.
