【摘要】：正在新時(shí)期,隨著市場(chǎng)化改革的進(jìn)一步推進(jìn),政府所控制的資源相比市場(chǎng)將會(huì)進(jìn)一步縮減,而日漸完善的市場(chǎng)對(duì)行政化的政府配置資源方式產(chǎn)生嚴(yán)重的制約。這就要求產(chǎn)業(yè)政策手段從行政化向市場(chǎng)化轉(zhuǎn)變,逐漸融入市場(chǎng),成為有效彌補(bǔ)市場(chǎng)的資源配置方式。首先,要理性認(rèn)識(shí)產(chǎn)業(yè)政策的資源。需要做到兩點(diǎn):一是政府配置資源不會(huì)扭曲市場(chǎng),引起市場(chǎng)資源在這些領(lǐng)域退出;二是要充分發(fā)揮對(duì)市場(chǎng)資源的撬動(dòng)和引領(lǐng)作用。一些創(chuàng)新性產(chǎn)業(yè)政
