【摘要】：山東省尤其是山東半島地區(qū),因其獨特的地理區(qū)位優(yōu)勢,適宜的氣候條件以及經(jīng)濟(jì)社會發(fā)展的支持,海洋經(jīng)濟(jì)受到了國家和各級政府的高度重視,伴隨著內(nèi)外部環(huán)境帶來的寶貴發(fā)展機(jī)遇,海洋經(jīng)濟(jì)成為非常重要的經(jīng)濟(jì)增長點。但是在發(fā)展過程中存在很多問題,比如發(fā)展方式粗放,環(huán)境破壞嚴(yán)重,可持續(xù)發(fā)展能力不足及科技成果轉(zhuǎn)化率低等,這些問題的存在一定程度上制約了海洋經(jīng)濟(jì)的發(fā)展。本文在對國內(nèi)外文獻(xiàn)進(jìn)行綜述分析的基礎(chǔ)上,首先對本文的研究理論基礎(chǔ)和分析工具進(jìn)行了闡述和說明,然后分析了山東省海洋漁業(yè)產(chǎn)業(yè)發(fā)展的現(xiàn)狀,主要包括山東省海洋漁業(yè)產(chǎn)業(yè)發(fā)展的優(yōu)勢條件,發(fā)展過程中存在的問題以及在社會大背景下面臨的發(fā)展機(jī)遇。隨后重點對沿海11個省份在海洋漁業(yè)增加值、海洋捕撈量、海水養(yǎng)殖面積和養(yǎng)殖量、機(jī)動漁船擁有量及用于加工的海產(chǎn)品量等五個方面的發(fā)展情況進(jìn)行了分析,分析的主要內(nèi)容既包括絕對量的分析,也包括增長率等相對量的分析,同時還分析了各個方面的發(fā)展趨勢,并在此基礎(chǔ)上對沿海11個省份海洋漁業(yè)產(chǎn)業(yè)的綜合競爭力運用層次分析法進(jìn)行了分析,結(jié)果顯示山東省海洋漁業(yè)產(chǎn)業(yè)的綜合競爭力明顯高于其他沿海省份。最后針對分析中發(fā)現(xiàn)的問題以及在產(chǎn)業(yè)發(fā)展遇到的瓶頸,提出了如何借助政策優(yōu)勢提高山東省海洋漁業(yè)產(chǎn)業(yè)競爭力的對策建議。
[Abstract]:Shandong Province, especially the Shandong Peninsula area, because of its unique geographical location advantages, suitable climate conditions and the support of economic and social development, the marine economy has been highly valued by the state and governments at all levels. With the precious development opportunities brought by the internal and external environment, the marine economy has become a very important economic growth point. However, there are many problems in the development process, such as extensive development mode, serious environmental damage, The shortage of sustainable development ability and the low conversion rate of scientific and technological achievements restrict the development of marine economy to some extent. First of all, the theoretical basis and analysis tools of this paper are expounded and explained, and then the present situation of the development of marine fishery industry in Shandong Province is analyzed, including the advantages and conditions of the development of the marine fishery industry in Shandong Province. The problems existing in the course of development and the opportunities for development in the context of society. Subsequently, the emphasis is placed on the value added of marine fisheries, marine catch, mariculture area and aquaculture amount in 11 coastal provinces. The development of the ownership of motor fishing boats and the quantity of seafood used for processing are analyzed. The main contents of the analysis include both the analysis of absolute quantity and the analysis of relative quantity such as growth rate. At the same time, the development trend of each aspect is analyzed, and on this basis, the analytic hierarchy process (AHP) is applied to analyze the comprehensive competitiveness of the marine fishery industry in 11 coastal provinces. The results show that the comprehensive competitiveness of the marine fishery industry in Shandong Province is obviously higher than that in other coastal provinces. Finally, the problems found in the analysis and the bottlenecks encountered in the development of the industry are pointed out. The countermeasures and suggestions on how to improve the competitiveness of Shandong marine fishery industry with the help of policy advantages are put forward.
