【摘要】：2011年12月26日,廣西壯族自治區(qū)人民政府與神華集團(tuán)在南寧簽署了《戰(zhàn)略合作框架協(xié)議》,明確了中國(guó)神華能源股份有限公司與廣西投資集團(tuán)按52：48股比共同出資建設(shè)神華國(guó)華廣投北海能源基地。目前北海能源基地已完成圍填海造地2550畝及五通一平施工,滿足項(xiàng)目用地需要,基礎(chǔ)設(shè)施完善。2016年是“十三五”開(kāi)局之年,如何把握好北海能源基地的發(fā)展方向,對(duì)其產(chǎn)業(yè)進(jìn)行抉擇,實(shí)現(xiàn)其總體戰(zhàn)略規(guī)劃,使規(guī)劃產(chǎn)業(yè)的布局最合理化、能源利用最優(yōu)化、投資收益最大化,促進(jìn)北海能源基地產(chǎn)業(yè)健康持續(xù)發(fā)展,則必須分析其現(xiàn)狀和發(fā)展趨勢(shì),結(jié)合內(nèi)部條件和外部環(huán)境,制定其“十三五”產(chǎn)業(yè)發(fā)展規(guī)劃。本文以北海能源基地為研究對(duì)象,通過(guò)閱讀相關(guān)的文獻(xiàn)和收集神華集團(tuán)、國(guó)華電力公司的發(fā)展資料,在鐵山港區(qū)、北海市及廣西區(qū)產(chǎn)業(yè)發(fā)展的大環(huán)境下,通過(guò)分析北海能源基地的內(nèi)部條件及外部環(huán)境,得出其產(chǎn)業(yè)發(fā)展的機(jī)遇與挑戰(zhàn)。通過(guò)SWOT分析,明確北海能源基地產(chǎn)業(yè)發(fā)展的優(yōu)勢(shì)與劣勢(shì),并根據(jù)這些條件來(lái)制定其“十三五”產(chǎn)業(yè)發(fā)展規(guī)劃,主要以煤電為核心業(yè)務(wù),同時(shí)發(fā)展電力延伸、循環(huán)經(jīng)濟(jì)、高新鋁、清潔能源等產(chǎn)業(yè)。本文結(jié)合北海能源基地的發(fā)展實(shí)際,制定其“十三五”產(chǎn)業(yè)發(fā)展規(guī)劃,并從工程造價(jià)、人才培養(yǎng)等方面提出保障措施,使北海能源基地產(chǎn)業(yè)可以充分發(fā)揮煤炭產(chǎn)業(yè)鏈優(yōu)勢(shì),降低綜合能耗,提高各項(xiàng)目的綜合競(jìng)爭(zhēng)能力,推動(dòng)北海能源基地快速發(fā)展。同時(shí),對(duì)于其他大型能源基地的發(fā)展也有借鑒作用。
[Abstract]:December 26th 2011, The people's Government of Guangxi Zhuang Autonomous region and the Shenhua Group signed the "Framework Agreement on Strategic Cooperation" in Nanning, which made it clear that China Shenhua Energy Co., Ltd. and Guangxi Investment Group jointly financed the construction of Shenhua Huagang by 52: 48 shares. Beihai Energy Base. At present, Beihai Energy Base has completed the construction of enclosing 2550 mu of land reclaimed from the sea and five links and one leveling. 2016 is the opening year of the 13th Five-Year Plan. How to grasp the development direction of Beihai Energy Base, choose its industry, realize its overall strategic planning, and make the layout of the planning industry the most reasonable. In order to optimize energy utilization, maximize investment income and promote the healthy and sustainable development of Beihai energy base industry, it is necessary to analyze its present situation and development trend, combining internal conditions and external environment, Drawing up its "13th Five-Year" industrial development plan. This paper takes Beihai Energy Base as the research object, through reading relevant documents and collecting the development data of Shenhua Group and Guohua Power Company, in Tieshan Port area, Based on the analysis of the internal and external conditions of Beihai energy base and its external environment, the opportunities and challenges of its industrial development are obtained under the industrial development environment of Beihai and Guangxi. The advantages and disadvantages of Beihai energy base industry development are clarified through SWOT analysis. And according to these conditions, to formulate its "13th Five-Year Plan" industrial development plan, mainly to coal and electricity as the core business, while developing electricity extension, recycling economy, high-tech aluminum, clean energy and other industries. To formulate its 13th Five-Year Plan for industrial development, and to put forward safeguard measures from the aspects of project cost and personnel training, so that the Beihai energy base industry can give full play to the advantages of the coal industry chain and reduce the comprehensive energy consumption. In order to promote the rapid development of Beihai energy base, the comprehensive competitive ability of each project can be improved. At the same time, it can also be used for reference for the development of other large energy bases.
