【摘要】："十三五"是湖北省全面推進(jìn)創(chuàng)新驅(qū)動(dòng)發(fā)展,實(shí)現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)的關(guān)鍵時(shí)期。本文在系統(tǒng)歸納湖北產(chǎn)業(yè)結(jié)構(gòu)特征的基礎(chǔ)上,總結(jié)出當(dāng)前湖北經(jīng)濟(jì)發(fā)展所面臨的五大矛盾:即制造業(yè)產(chǎn)能過(guò)剩與制造后產(chǎn)業(yè)供給不足、國(guó)有存量資源富集與PPP改革動(dòng)力不足、中小企業(yè)貢獻(xiàn)巨大與轉(zhuǎn)型成本高企、科技創(chuàng)新政策紅利疊加與創(chuàng)新主體應(yīng)對(duì)不足、政府動(dòng)員經(jīng)濟(jì)的外在需求與政府配置資源的內(nèi)在缺陷。為應(yīng)對(duì)這些矛盾,湖北應(yīng)在實(shí)施制造后產(chǎn)業(yè)振興計(jì)劃、推行以PPP為代表的混合所有制改革、實(shí)現(xiàn)政府支持中小企業(yè)功能的專門化、改革科技管理體制、確保政府理性有效等方面有所作為。
[Abstract]:The 13th Five-Year Plan is the key period for Hubei Province to promote innovation-driven development in an all-round way and to realize the optimization and upgrading of industrial structure. This paper summarizes the five contradictions that Hubei is facing in economic development: overcapacity of manufacturing industry and insufficient supply of post-manufacturing industry, enrichment of state-owned stock resources and insufficient motive force of PPP reform, huge contribution of small and medium-sized enterprises and high cost of transformation. The policy dividend of science and technology innovation is superimposed and the main body of innovation is insufficient, the external demand of the government to mobilize the economy and the inherent defects of the allocation of resources by the government. In order to deal with these contradictions, Hubei should implement the plan of revitalizing the industry after manufacturing. We should carry out the reform of mixed ownership represented by PPP, realize the specialization of government support for small and medium-sized enterprises, reform the management system of science and technology, and ensure the rationality and effectiveness of the government.
