【摘要】：戰(zhàn)略性新興產業(yè)因其對傳統(tǒng)發(fā)展方式轉變以及產業(yè)結構優(yōu)化所具有的正面效應而被寄予厚望,同時又因其與新技術和新需求的關聯(lián)而不得不面臨來自市場環(huán)境和資金等方面的考驗。由此可見,政府應該也必須通過實施有關政策措施的方式引導并重新配置資源,以促進戰(zhàn)略性新興產業(yè)的健康發(fā)展�？v觀歷史與現(xiàn)實,任何一類產業(yè)的萌芽、形成、擴張和發(fā)展壯大都離不開政府的有為促進,包括產業(yè)政策、技術政策以及支持機制等。因此,政府有必要對戰(zhàn)略性新興產業(yè)的發(fā)展進行有效干預,新興產業(yè)的蓬勃崛起也有賴于政府的扶持和幫助。正是通過各種間接或直接的干預,一部分戰(zhàn)略性新興產業(yè)應運而生并茁壯成長,從而進一步推動經濟結構轉型升級和社會發(fā)展。有鑒于此,惠州仲愷高新區(qū)借鑒其他國家和地區(qū)的主要經驗與做法,結合本區(qū)域的實際和特色,對戰(zhàn)略性新興產業(yè)進行合理扶持與促進,探索在社會主義市場經濟環(huán)境下如何“為”以及“為”的程度。本研究結合全國和仲愷高新區(qū)發(fā)展戰(zhàn)略性新興產業(yè)的背景,依托文獻研究法、比較分析法及問卷調查法,通過分析近年來仲愷戰(zhàn)略性新興產業(yè)發(fā)展中的政府行為實施現(xiàn)狀及存在問題,找出問題的主要成因,在充分借鑒國內外高新區(qū)的探索和實踐并結合仲愷實際的基礎上提出完善戰(zhàn)略性新興產業(yè)發(fā)展中政府行為的政策建議和對策措施,包括提升園區(qū)創(chuàng)新意識、校正政府職能定位、創(chuàng)新園區(qū)管理體制、推進金融機制創(chuàng)新、完善科技創(chuàng)新體系、建立開放人才機制、完善政策體系配套以及構建動態(tài)管理模式,以期促進仲愷高新區(qū)戰(zhàn)略性新興產業(yè)的科學化發(fā)展。
[Abstract]:The strategic emerging industries are highly expected because of their positive effects on the transformation of traditional development modes and the optimization of the industrial structure. At the same time, because of their connection with new technologies and new needs, they have to face tests from market environment and financial resources. Thus, governments should and must direct and reallocate resources through the implementation of relevant policy measures. In order to promote the healthy development of strategic emerging industries. Throughout history and reality, the germination, formation, expansion and development of any kind of industries can not be separated from the positive promotion of the government, including industrial policies. Therefore, it is necessary for the government to intervene effectively in the development of strategic emerging industries, and the vigorous rise of emerging industries also depends on the support and help of the government. Some strategic emerging industries emerge as the times require and thrive, thus further promoting economic structural transformation and social development. In view of this, Huizhou Zhongkai High-Tech Zone draws lessons from the main experiences and practices of other countries and regions. To give reasonable support and promotion to the strategic emerging industries in the light of the reality and characteristics of the region, This research combines the background of the national and Zhongkai high-tech zones to develop strategic emerging industries, relying on the literature research method, comparative analysis method and questionnaire method, and explores the degree of "for" and "for" under the environment of socialist market economy. By analyzing the current situation and existing problems of government behavior in the development of Zhongkai's strategic emerging industries in recent years, this paper finds out the main causes of the problems. Based on the exploration and practice of high and new technology zones at home and abroad, and on the basis of Zhongkai's practice, this paper puts forward some policy suggestions and countermeasures to improve the government's behavior in the development of strategic emerging industries, including enhancing the innovation consciousness of the parks and correcting the orientation of government functions. To innovate the management system of the park, to promote the innovation of the financial mechanism, to perfect the system of scientific and technological innovation, to establish an open talent mechanism, to perfect the supporting system of the policy system and to build a dynamic management model, In order to promote the Zhongkai high-tech zone strategic emerging industries scientific development.
