【摘要】:本文基于運(yùn)籌學(xué)和計(jì)量經(jīng)濟(jì)學(xué)的相關(guān)理論和方法,對(duì)中國高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新效率的區(qū)域差異性及主要影響因素進(jìn)行實(shí)證研究,從而得出結(jié)論并提出了相關(guān)政策建議。首先,本文對(duì)國內(nèi)外關(guān)于技術(shù)創(chuàng)新的相關(guān)理論和文獻(xiàn)進(jìn)行了歸納和總結(jié),了解到以往學(xué)者在中國高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新效率研究方面的現(xiàn)狀和不足,從而引出本文的研究內(nèi)容和意義。然后,通過相關(guān)指標(biāo)的描述性統(tǒng)計(jì),分析了中國高技術(shù)產(chǎn)業(yè)發(fā)展和技術(shù)創(chuàng)新的現(xiàn)狀,以及各地區(qū)在技術(shù)創(chuàng)新方面的差異性。在此基礎(chǔ)之上,運(yùn)用三階段DEA模型對(duì)中國高技術(shù)產(chǎn)業(yè)的技術(shù)創(chuàng)新效率進(jìn)行實(shí)證測(cè)度。具體來說,實(shí)證研究分為三個(gè)階段進(jìn)行:第一階段,運(yùn)用DEA模型對(duì)中國各省市高技術(shù)產(chǎn)業(yè)2009-2015年的技術(shù)創(chuàng)新效率進(jìn)行初次評(píng)價(jià)和分析;第二階段運(yùn)用SFA模型對(duì)第一階段的松弛變量進(jìn)行環(huán)境影響因素的研究,從而得到環(huán)境調(diào)整后的投入變量;第三階段,再次運(yùn)用DEA模型進(jìn)行分析,從而得到剔除環(huán)境影響和隨機(jī)干擾的技術(shù)效率值。最后,通過對(duì)中國高技術(shù)產(chǎn)業(yè)的技術(shù)創(chuàng)新效率的區(qū)域差異性進(jìn)行分析,得出結(jié)論并提出相關(guān)政策建議。研究結(jié)果表明,中國高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新存在明顯的區(qū)域差異,呈現(xiàn)出由東部地區(qū)往中部地區(qū)、東北地區(qū)、西部地區(qū)逐漸遞減的現(xiàn)象。具體地講,技術(shù)創(chuàng)新效率的區(qū)域差異性主要表現(xiàn)在規(guī)模效率方面,純技術(shù)效率引起的差異性相對(duì)較小,但也較為明顯。在環(huán)境影響因素方面,SFA模型的回歸結(jié)果表明,在政府研發(fā)支持、所有制結(jié)構(gòu)、市場結(jié)構(gòu)、企業(yè)規(guī)模、出口強(qiáng)度和地理位置等六個(gè)環(huán)境影響因素中,僅市場結(jié)構(gòu)因素對(duì)中國高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新效率起到促進(jìn)作用,而其他因素則對(duì)效率值的提升產(chǎn)生了不利影響。
[Abstract]:Based on the relevant theories and methods of operational research and econometrics, this paper makes an empirical study on the regional differences and main influencing factors of the technological innovation efficiency of China's high-tech industries, and then draws a conclusion and puts forward some relevant policy recommendations. This paper sums up and summarizes the relevant theories and literatures about technological innovation at home and abroad, and finds out the current situation and deficiency of the previous scholars' research on the efficiency of technological innovation in China's high-tech industries. Then, through descriptive statistics of relevant indicators, the paper analyzes the current situation of high-tech industry development and technological innovation in China, and the differences in technological innovation in different regions. Using the three-stage DEA model to measure the technological innovation efficiency of China's high-tech industry. Specifically, the empirical research is divided into three stages: the first stage, The DEA model is used to evaluate and analyze the technological innovation efficiency of high-tech industries in various provinces and cities of China from 2009 to 2015. In the second stage, the environmental impact factors of the relaxation variables in the first stage are studied by using the SFA model. In the third stage, the DEA model is again used to analyze the input variables, and the technical efficiency value of eliminating the environmental impact and random interference is obtained. Finally, By analyzing the regional differences of technological innovation efficiency in China's high-tech industries, the paper draws a conclusion and puts forward relevant policy recommendations. The research results show that there are obvious regional differences in technological innovation in China's high-tech industries. The regional difference of technological innovation efficiency is mainly manifested in scale efficiency, and the difference caused by pure technical efficiency is relatively small. The regression results of SFA model show that, among the six environmental factors, such as government R & D support, ownership structure, market structure, enterprise size, export intensity and geographical location, The factors of market structure only promote the efficiency of technological innovation in China's high-tech industries, while other factors have a negative impact on the improvement of efficiency.
