【摘要】：理論和歷史反復(fù)昭示,產(chǎn)業(yè)政策既存在于歷史和當(dāng)下的時間軸,也存在于發(fā)達國家和發(fā)展中國家的空間軸,任何一個經(jīng)濟體都未能置身產(chǎn)業(yè)政策之外。關(guān)于產(chǎn)業(yè)政策的必要性和重要性,即使蓋茨這樣全球最富有的私人企業(yè)家也不否認(rèn)。從18世紀(jì)建國伊始的初級制造業(yè),到20世紀(jì)的互聯(lián)網(wǎng)、半導(dǎo)體、高溫超導(dǎo)、核能、HDTV等高科技產(chǎn)業(yè),美國的多種產(chǎn)業(yè)政策一直發(fā)揮著重要的作用。在過去六十多年里,美國聯(lián)邦政府投入四萬多億美元用于研發(fā)。除了產(chǎn)業(yè)技術(shù)政策,美國的產(chǎn)業(yè)組織政策也為企業(yè)實現(xiàn)"規(guī)模經(jīng)濟"與"技術(shù)創(chuàng)新"創(chuàng)造條件,推動著美國的市場結(jié)構(gòu)和產(chǎn)業(yè)組織變革。無論是產(chǎn)業(yè)技術(shù)政策還是產(chǎn)業(yè)組織政策或是其他形式的產(chǎn)業(yè)政策,都構(gòu)成了美國產(chǎn)業(yè)政策在經(jīng)濟活動中的積極存在。就政府和市場關(guān)系而言,美國政府不僅充當(dāng)著市場的"修理者"角色,而且充當(dāng)著市場的"塑造者"角色。

For the relationship between government and market, the US government not only acts as a "repairman" role of the market, but also acts as the "shaper" role of the market.
