【摘要】：習(xí)近平總書記在2015年“減貧與發(fā)展”主題論壇講話中明確指出,改革開放30年來,中國逐步走出一條符合中國特色的扶貧道路,累計(jì)領(lǐng)導(dǎo)6億人口走出貧困,但仍然有近七千萬人口脫貧目標(biāo)還沒有實(shí)現(xiàn)。麻陽作為省級(jí)貧困縣,截止2014年末,仍然擁有分布在106個(gè)行政村的70327人未實(shí)現(xiàn)脫貧。本文通過走訪調(diào)查發(fā)現(xiàn),麻陽苗族自治縣現(xiàn)有的農(nóng)業(yè)產(chǎn)業(yè)扶貧模式中的脫貧主體各自為戰(zhàn)、返貧、低水平均衡等現(xiàn)象日益凸顯,無法適應(yīng)“一帶一路”和集中連片特困地區(qū)扶貧攻堅(jiān)的新形勢(shì),因此提出了麻陽農(nóng)村產(chǎn)業(yè)扶貧模式研究的新思路。首先以麻陽苗族自治縣產(chǎn)業(yè)扶貧為視角,綜合分析了少數(shù)民族地區(qū)農(nóng)村產(chǎn)業(yè)扶貧背景及意義,綜述了國內(nèi)外有關(guān)農(nóng)村產(chǎn)業(yè)扶貧的研究現(xiàn)狀；其次,介紹了與農(nóng)村產(chǎn)業(yè)扶貧相關(guān)概念及理論；再次,為對(duì)比農(nóng)村產(chǎn)業(yè)扶貧的優(yōu)勢(shì),先闡述了麻陽農(nóng)業(yè)產(chǎn)業(yè)發(fā)展和貧困現(xiàn)狀；此外,從基于農(nóng)戶調(diào)研視角出發(fā),探討了麻陽苗族自治縣的片區(qū)區(qū)域發(fā)展與扶貧模式；最后針對(duì)扶貧效果、思路和戰(zhàn)略目標(biāo)提出麻陽推進(jìn)農(nóng)村產(chǎn)業(yè)扶貧模式創(chuàng)新的對(duì)策研究成果。麻陽苗族自治縣在發(fā)展片區(qū)區(qū)域發(fā)展與扶貧模式的過程中,適合以中共中央的“2015減貧與發(fā)展宏觀戰(zhàn)略”為抓手,在充分認(rèn)清麻陽貧困現(xiàn)狀與特殊困難的前提下,結(jié)合區(qū)域經(jīng)濟(jì)理論積極參與“南絲綢之路”經(jīng)濟(jì)帶的建設(shè),依據(jù)麻陽片區(qū)區(qū)域發(fā)展與扶貧攻堅(jiān)實(shí)施規(guī)劃(2011-2020)堅(jiān)決完成湖南省委關(guān)于武陵山集中連片特困地區(qū)扶貧攻堅(jiān)先行先試任務(wù)。

Through the survey found, Mayang Miao Autonomous County of existing agricultural poverty alleviation mode in poverty poverty, low level of body fight the enemy separately, the equilibrium phenomenon has become increasingly prominent, unable to adapt to the new situation of The Belt and Road and poverty alleviation focus on contiguous poor the area, therefore puts forward some new ideas for the study of rural industrial poverty alleviation mode in Mayang. Firstly, to industry of Mayang Miao Autonomous County poverty from the perspective of a comprehensive analysis of the ethnic minorities The background and significance of poverty alleviation of rural industrial area, summarized the research status about the rural poverty alleviation industry at home and abroad; secondly, introduces the related concepts and theories of rural poverty alleviation industry; again, for rural poverty alleviation industry comparative advantage, first describes the development of agricultural industry in Mayang and poverty status; in addition, starting from the household survey perspective. To explore the area development and poverty alleviation mode of Mayang Miao Autonomous County; finally, the effect of poverty alleviation, ideas and strategic objectives put forward the countermeasure research of Mayang to promote the innovation of the poverty relief patterns of rural industrial achievements. Mayang Miao Nationality Autonomous County in the process of development of area development and poverty alleviation mode, suitable for the 2015 CPC Central Committee "poverty reduction and development the macro strategy" as the starting point, in the premise of fully understanding the current situation of poverty in Mayang with special difficulties, combined with the theory of regional economy and actively participate in "the South Silk Road "The construction of the economic zone, the implementation plan on the basis of the Mayang area development and Poverty Alleviation (2011-2020) determined to complete the Hunan Provincial Committee on the poverty alleviation focus on contiguous poor areas pilot task.
