【摘要】：PPP模式作為中國多元多層次文化金融架構的重要補充,有助于緩解財政在文化領域投入壓力,加快政府文化產(chǎn)業(yè)治理方式轉型,為文化產(chǎn)業(yè)"超常態(tài)"發(fā)展續(xù)航。由于文化產(chǎn)業(yè)內(nèi)涵的模糊性、不易估值性、社會效益優(yōu)先及其兼具意識形態(tài)特征,導致PPP模式在助推文化產(chǎn)業(yè)發(fā)展過程中存在瓶頸。建議加快PPP立法進程,完善文化類PPP項目部門政策法規(guī),重視文化類PPP項目運作模式和盈利模式的綜合設計,對敏感文化題材進行專項審核,探索PPP模式與特色IP特許經(jīng)營相結合,依托多元金融工具手段發(fā)揮PPP模式推進文化提質增效的綜合效能。
[Abstract]:PPP as an important supplement to Chinese multi-level financial architecture culture, helps to alleviate the pressure of financial investment in the field of culture, to speed up the governance mode of government transformation of the cultural industry, the cultural industry "super normal development of life. Due to vagueness of the connotation of culture industry, is not easy to estimate, giving priority to social benefits and has the characteristics of ideology, in PPP mode there is a bottleneck in the development of cultural industry in the process of boosting. PPP proposed to speed up the legislative process, improve the cultural PPP project department policies and regulations, pay more attention to the comprehensive design of culture PPP project operation mode and profit mode, carry out special audit of sensitive culture theme, exploring PPP mode and characteristics of IP franchise combination, comprehensive efficiency relying on the diversified financial tools to play PPP mode to promote the culture of quality and efficiency.
