【摘要】：改革開放的30年是我國城市經(jīng)濟快速增長的黃金時期,也是城鄉(xiāng)二元經(jīng)濟結(jié)構(gòu)快速形成的時期,在大力發(fā)展城市經(jīng)濟的同時,從某方面來說是犧牲了縣域經(jīng)濟的發(fā)展,城鄉(xiāng)貧富差距持續(xù)加大,城市對縣域產(chǎn)生了強烈的"虹吸效應(yīng)"。然而在城鄉(xiāng)一體化進程的今天,大力發(fā)展縣域經(jīng)濟逐漸走上舞臺中央,經(jīng)濟建設(shè)要轉(zhuǎn)軌,要由城市逐步轉(zhuǎn)向為縣域。而發(fā)展縣域經(jīng)濟的關(guān)鍵是要提升縣域經(jīng)濟的產(chǎn)業(yè)競爭力。本文以區(qū)域經(jīng)濟學(xué)及產(chǎn)業(yè)競爭力的相關(guān)理論為基礎(chǔ),對縣域經(jīng)濟的特征、發(fā)展模式和定義從總體上進行論述,認(rèn)為縣域經(jīng)濟固然是區(qū)域經(jīng)濟范疇,但是從經(jīng)濟學(xué)角度來說卻是國民經(jīng)濟中最基本的經(jīng)濟單元,它以縣域作為行政區(qū)劃基礎(chǔ),是一個門類齊全的經(jīng)濟體系;另外,對縣域經(jīng)濟產(chǎn)業(yè)競爭力的定義進行論述,本文認(rèn)為縣域經(jīng)濟受制于資源、人口和市場等限制,體量不大,與其走"小而全,全而不精"的發(fā)展道路,不如依賴自身的資源優(yōu)勢、區(qū)位優(yōu)勢選擇配套城市工業(yè),發(fā)展資源開采和運輸、農(nóng)產(chǎn)品生產(chǎn)和加工以及低端制造業(yè),走"工業(yè)化"道路。由于縣域經(jīng)濟體量小、企業(yè)少、產(chǎn)業(yè)結(jié)構(gòu)簡單,是以結(jié)合中國特色縣域經(jīng)濟產(chǎn)業(yè)實際情況將影響縣域經(jīng)濟產(chǎn)業(yè)競爭力的因素歸納為2個方面,分別是產(chǎn)業(yè)結(jié)構(gòu)因素和產(chǎn)業(yè)集群因素,尤其本文以產(chǎn)業(yè)結(jié)構(gòu)因素作為研究產(chǎn)業(yè)競爭力的重點。同時從理論方面也對產(chǎn)業(yè)結(jié)構(gòu)演變與縣域經(jīng)濟發(fā)展做出理論分析,并得出縣域產(chǎn)業(yè)結(jié)構(gòu)演變的一般趨勢。基于上述理論基礎(chǔ),故本文先對合肥縣域的產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀從產(chǎn)業(yè)結(jié)構(gòu)高度化、合理化以及同構(gòu)化角度進行分析,進而采用偏離份額分析法依據(jù)合肥縣域產(chǎn)業(yè)結(jié)構(gòu)特征,從增長效應(yīng)、結(jié)構(gòu)效應(yīng)和競爭力效應(yīng)三個方面對縣域經(jīng)濟產(chǎn)業(yè)競爭力進行實證研究,提出當(dāng)前合肥縣域產(chǎn)業(yè)發(fā)展存在的問題并給出針對性的政策建議。
[Abstract]:The 30 years of reform and opening up is the golden period of rapid growth of urban economy and the period of rapid formation of urban-rural dual economic structure. In one way, the development of county economy is sacrificed, the gap between urban and rural rich and poor continues to increase, and the city has a strong "siphon effect" on the county. However, in the process of urban-rural integration today. Vigorously develop the county economy gradually on the stage of the central stage, economic construction should be transformed. The key to the development of county economy is to enhance the industrial competitiveness of county economy. Based on the theory of regional economics and industrial competitiveness, this paper analyzes the characteristics of county economy. The development model and definition are discussed from the overall point of view, the county economy is certainly the regional economic category, but from the economic point of view, it is the most basic economic unit in the national economy. It takes the county area as the administrative division foundation, is a complete category of economic system; In addition, the definition of the industrial competitiveness of the county economy is discussed. This paper holds that the county economy is limited by resources, population and market, so it is not large enough, rather than taking the development path of "small and complete, complete but not fine". Better to rely on their own advantages of resources, location advantages of the choice of supporting urban industries, the development of resource mining and transportation, agricultural production and processing and low-end manufacturing, take the road of "industrialization", because of the small size of the county economy. Because of the small number of enterprises and simple industrial structure, the factors affecting the competitiveness of the county economy are summarized into two aspects, namely, the industrial structure factor and the industrial cluster factor, which are combined with the actual situation of the county economy industry with Chinese characteristics. In particular, the industrial structure factors as the focus of the study of industrial competitiveness. At the same time, from the theoretical aspects of the evolution of the industrial structure and the development of the county economy to make a theoretical analysis. And get the general trend of the evolution of the county industrial structure. Based on the above theoretical basis, this paper first analyzes the present situation of the industrial structure of Hefei from the perspective of industrial structure elevation, rationalization and isomorphism. Then according to the characteristics of Hefei county industrial structure, the paper makes an empirical study on the industrial competitiveness of county economy from three aspects: growth effect, structural effect and competitiveness effect. This paper puts forward the problems existing in the development of Hefei county industry and puts forward some relevant policy suggestions.
