【摘要】：山西是煤炭資源和產(chǎn)業(yè)大省，是全國(guó)重要的能源重化工基地。長(zhǎng)期以來(lái)，煤炭產(chǎn)業(yè)一直是山西的支柱產(chǎn)業(yè)，為全國(guó)的經(jīng)濟(jì)發(fā)展做出了巨大貢獻(xiàn)。但是隨著近年來(lái)煤炭能源地位的下降，煤炭市場(chǎng)的蕭條，以及長(zhǎng)期依靠煤炭發(fā)展帶來(lái)的資源枯竭、生態(tài)環(huán)境問(wèn)題，給山西煤炭產(chǎn)業(yè)的進(jìn)一步發(fā)展造成了許多困難。同時(shí)，長(zhǎng)期形成的煤炭產(chǎn)業(yè)粗放式增長(zhǎng)、產(chǎn)業(yè)結(jié)構(gòu)單一、技術(shù)落后等問(wèn)題也制約山西煤炭產(chǎn)業(yè)的發(fā)展。要改變這種現(xiàn)狀，山西煤炭產(chǎn)業(yè)必須走依靠技術(shù)創(chuàng)新、實(shí)現(xiàn)轉(zhuǎn)型升級(jí)的新型工業(yè)化道路。因此，系統(tǒng)研究技術(shù)創(chuàng)新的推進(jìn)階段及其對(duì)山西煤炭產(chǎn)業(yè)的歷史貢獻(xiàn)，正確認(rèn)識(shí)存在的問(wèn)題，探討有力推動(dòng)技術(shù)創(chuàng)新的戰(zhàn)略對(duì)策，，無(wú)疑有重要的意義。 2010年山西省委省政府提出經(jīng)濟(jì)轉(zhuǎn)型，2012年黨的十八大提出創(chuàng)新驅(qū)動(dòng)、綠色發(fā)展新基調(diào)。技術(shù)創(chuàng)新已經(jīng)對(duì)山西煤炭產(chǎn)業(yè)的發(fā)展做出了一定的貢獻(xiàn)，同時(shí)這種創(chuàng)新也在不斷向更深層次、更高階段演進(jìn)。本文從山西煤炭產(chǎn)業(yè)技術(shù)創(chuàng)新所處階段、技術(shù)創(chuàng)新對(duì)山西煤炭產(chǎn)業(yè)增長(zhǎng)的貢獻(xiàn)、技術(shù)創(chuàng)新對(duì)山西結(jié)構(gòu)轉(zhuǎn)型升級(jí)的貢獻(xiàn)三個(gè)角度出發(fā)，分析了目前山西煤炭產(chǎn)業(yè)技術(shù)創(chuàng)新不能適合轉(zhuǎn)型升級(jí)的根本要求，提出了大力推進(jìn)“三個(gè)轉(zhuǎn)變”的思路對(duì)策，即技術(shù)創(chuàng)新要從第二過(guò)渡階段向自主創(chuàng)新階段加快轉(zhuǎn)變，技術(shù)創(chuàng)新對(duì)山西煤炭產(chǎn)業(yè)增長(zhǎng)的貢獻(xiàn)率要從低水平向更高水平轉(zhuǎn)變，技術(shù)創(chuàng)新對(duì)山西煤炭產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的貢獻(xiàn)要從點(diǎn)式支撐、局部引領(lǐng)向整體支撐、主導(dǎo)引領(lǐng)階段轉(zhuǎn)變。只有實(shí)現(xiàn)技術(shù)創(chuàng)新的“三個(gè)轉(zhuǎn)變”，才能適應(yīng)煤炭產(chǎn)業(yè)可持續(xù)發(fā)展的戰(zhàn)略需要。但是，目前存在諸如體制、觀念、金融瓶頸、市場(chǎng)需求等阻礙這“三個(gè)轉(zhuǎn)變”的不利因素。要破除這些障礙，政府、煤炭企業(yè)、金融機(jī)構(gòu)、高校和科研單位必須相互配合，各盡其職，共同推動(dòng)“三個(gè)轉(zhuǎn)變”的實(shí)現(xiàn)。
[Abstract]:Shanxi is a big province of coal resources and industry, and an important energy and heavy chemical base in China. For a long time, coal industry has been the pillar industry of Shanxi. But with the decline of the status of coal energy in recent years, the coal market depression, as well as the long-term development of coal resource depletion, ecological and environmental problems. The further development of Shanxi coal industry has caused many difficulties. At the same time, the long-term formation of the coal industry extensive growth, the industrial structure is single. Technical backwardness and other problems also restrict the development of Shanxi coal industry. To change this situation, Shanxi coal industry must rely on technological innovation to realize the new industrialization road of transformation and upgrading. It is undoubtedly of great significance to systematically study the promotion stage of technological innovation and its historical contribution to Shanxi's coal industry, correctly understand the existing problems, and explore the strategic countermeasures to promote technological innovation. In 2010 the provincial government of Shanxi Province proposed the economic transformation, in 2012 the 18 Party Congress proposed innovation drive, green development new tone. Technological innovation has made a certain contribution to the development of Shanxi coal industry. At the same time, this innovation is evolving to a deeper level and a higher stage. This paper from the stage of technological innovation of Shanxi coal industry, the contribution of technological innovation to the growth of Shanxi coal industry. Based on the contribution of technological innovation to the structural transformation and upgrading of Shanxi Province, this paper analyzes that the technological innovation of Shanxi's coal industry is not suitable for the fundamental requirements of the transformation and upgrading at present. The paper puts forward some countermeasures to push forward the "three transformations", that is, the technological innovation should be changed from the second transitional stage to the independent innovation stage. The contribution rate of technological innovation to Shanxi coal industry growth should be changed from low level to higher level, and the contribution of technological innovation to the transformation and upgrading of Shanxi coal industry structure should be supported by point-type support and partial guidance to overall support. Only the "three transformations" of technological innovation can meet the strategic needs of the sustainable development of the coal industry. However, at present, there are bottlenecks such as system, concept and finance. To overcome these obstacles, the government, coal enterprises, financial institutions, universities and scientific research institutions must cooperate and do their part. Jointly promote the realization of the "three transformations".
