【摘要】：推進農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展是提高農(nóng)村居民收入、轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式和實現(xiàn)我國農(nóng)業(yè)現(xiàn)代化的重要路徑選擇。為了解農(nóng)村一二三產(chǎn)業(yè)融合的現(xiàn)實進展,總結(jié)農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展的典型經(jīng)驗,以湖南省農(nóng)村一二三產(chǎn)業(yè)融合試點縣漣源市為研究對象,調(diào)研漣源市農(nóng)村一二三產(chǎn)業(yè)融合的典型案例,分析農(nóng)村一二三產(chǎn)業(yè)融合的發(fā)展條件和發(fā)展模式,探討其運行機制。結(jié)果表明,漣源市不斷探索以特色產(chǎn)業(yè)為基礎(chǔ)、以園區(qū)為依托、以企業(yè)為載體、以項目為支撐的農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展。主要模式有產(chǎn)業(yè)鏈延伸實現(xiàn)縱向融合、農(nóng)業(yè)多功能拓展實現(xiàn)橫向融合,以及通過社會化服務(wù)、農(nóng)產(chǎn)品加工、生物科技和農(nóng)村電商集群促進農(nóng)村一二三產(chǎn)業(yè)融合。漣源市農(nóng)村一二三產(chǎn)業(yè)融合形成了立足企業(yè)集群發(fā)展、多種融合形式并舉、發(fā)揮專業(yè)合作社的聯(lián)結(jié)作用、財政資金引導(dǎo)社會資金、農(nóng)產(chǎn)品品牌建設(shè)與強化技術(shù)支撐等來推進一二三產(chǎn)業(yè)融合的運行機制。因此,提出通過加強以鄉(xiāng)村為本的鄉(xiāng)村建設(shè)、農(nóng)村基礎(chǔ)設(shè)施建設(shè)、支持三產(chǎn)融合政策的協(xié)調(diào)配合以及發(fā)揮三產(chǎn)融合輻射效應(yīng)等促進農(nóng)村一二三產(chǎn)業(yè)融合的政策建議。
[Abstract]:To promote the development of rural 123 industry integration is an important way to improve the income of rural residents, change the mode of agricultural development and realize the agricultural modernization of our country, in order to understand the real progress of rural 123 industry integration. Summing up the typical experience of rural 123 industry convergence development, taking Lianyuan City, a pilot county of rural 123 industry convergence in Hunan Province, as the research object, investigating the typical case of rural 123 industry convergence in Lianyuan City. This paper analyzes the development conditions and development models of rural 123 industry convergence, and discusses its operation mechanism. The results show that Lianyuan City is constantly exploring the characteristic industry as the basis, the park as the support, and the enterprise as the carrier. The main models include vertical integration of industrial chain extension, horizontal integration of agricultural multi-function expansion, and agricultural products processing through socialized services. Biotechnology and rural ecommerce cluster promote the integration of rural 123 industries. Lianyuan rural 123 industry integration formed based on the development of enterprise clusters, a variety of integration forms simultaneously, play the role of professional cooperatives. Financial funds guide social funds, brand construction of agricultural products and strengthen technical support to promote the 123 industrial integration of the operational mechanism. Therefore, through strengthening rural-oriented rural construction. Rural infrastructure construction, supporting the coordination and coordination of the three-industry integration policy and giving full play to the radiation effect of the three-industry integration, and so on, to promote the rural 123 industrial integration policy recommendations.
