【摘要】：長(zhǎng)江中游城市群涵蓋了武漢城市圈、環(huán)長(zhǎng)株潭城市群、環(huán)鄱陽(yáng)湖城市群三個(gè)子城市群,包括武漢、長(zhǎng)沙和南昌等湘鄂贛三省的31地級(jí)以上城市。長(zhǎng)江中游城市群區(qū)域經(jīng)濟(jì)一體化的核心在于其產(chǎn)業(yè)分工協(xié)作一體化。本文在采用了產(chǎn)業(yè)結(jié)構(gòu)相似系數(shù)、克魯格曼指數(shù)、份額-偏離分析法、區(qū)位熵等多種統(tǒng)計(jì)分析方法,考察了長(zhǎng)江中游城市群的產(chǎn)業(yè)分工和集聚狀況。結(jié)果表明其產(chǎn)業(yè)分工協(xié)作一體化主要存在四方面的障礙:一是地區(qū)間三次產(chǎn)業(yè)結(jié)構(gòu)高度重合,同處工業(yè)化中期加速階段;二是制造業(yè)分工協(xié)作尚需加強(qiáng),以擺脫低層次惡性競(jìng)爭(zhēng);三是產(chǎn)業(yè)集群競(jìng)爭(zhēng)力不強(qiáng),未能充分引領(lǐng)區(qū)域經(jīng)濟(jì)發(fā)展;四是核心城市和低層級(jí)城市未能構(gòu)建起有效的產(chǎn)業(yè)分工協(xié)作體系。長(zhǎng)江中游城市群同國(guó)內(nèi)發(fā)展水平較高的城市群相比,雖是面積最大的五大國(guó)家級(jí)城市群之一,但各方面的發(fā)展水平還很低。實(shí)現(xiàn)一體化的產(chǎn)業(yè)分工協(xié)作的格局,需要多方面做出共同努力,本文針對(duì)性地提出了相關(guān)政策建議:一是建立區(qū)域間利益協(xié)調(diào)機(jī)制,提高城市群的發(fā)展水平;二是構(gòu)建科學(xué)的產(chǎn)業(yè)分工合作體系,優(yōu)化產(chǎn)業(yè)空間布局;三是優(yōu)化升級(jí)傳統(tǒng)產(chǎn)業(yè),合力建設(shè)優(yōu)勢(shì)產(chǎn)業(yè)集群;四是推動(dòng)交通等基礎(chǔ)設(shè)施發(fā)展,促進(jìn)大中小城市間的產(chǎn)業(yè)分工合作。從而促進(jìn)長(zhǎng)江中游城市群的協(xié)調(diào)和可持續(xù)發(fā)展,建設(shè)成為具有國(guó)際競(jìng)爭(zhēng)力的世界級(jí)城市群。
[Abstract]:The urban agglomeration in the middle reaches of the Yangtze River covers three sub-urban agglomerations, including Wuhan, Changzhou-Zhuzhou-Xiangtan urban agglomeration and Poyang Lake urban agglomeration. Changsha, Nanchang and other three provinces of Hunan, Hubei and Jiangxi are above 31 cities. The core of regional economic integration of urban agglomeration in the middle reaches of the Yangtze River lies in the integration of industrial division and cooperation. The similarity coefficient of industrial structure is adopted in this paper. Krugman index, equity-deviation analysis, location entropy and other statistical analysis methods. The industrial division and agglomeration of the urban agglomeration in the middle reaches of the Yangtze River are investigated. The results show that there are four main obstacles in the integration of industrial division and cooperation: the first is the high coincidence of industrial structure among different regions. The intermediate accelerated stage of industrialization; Second, the division of labor and cooperation in the manufacturing industry still needs to be strengthened in order to get rid of the low level of vicious competition; Third, the competitiveness of industrial clusters is not strong, which can not fully lead the development of regional economy; Fourth, core cities and low-level cities failed to build an effective industrial division of labor cooperation system. The middle reaches of the Yangtze River urban agglomeration is one of the five largest state-level urban agglomerations compared with the higher level of domestic development. However, the level of development in all aspects is still very low. The pattern of integrated industrial division of labor and cooperation needs to make joint efforts in many aspects. This paper puts forward the relevant policy recommendations: first, to establish the inter-regional interest coordination mechanism to improve the development level of urban agglomeration; Second, build a scientific system of industrial division and cooperation, optimize the spatial distribution of industry; Third, optimize and upgrade the traditional industry and build the superior industrial cluster; The fourth is to promote the development of infrastructure, such as transportation, to promote industrial cooperation between large, medium and small cities, thus to promote the coordination and sustainable development of the urban agglomeration in the middle reaches of the Yangtze River, and to build itself into a world-class urban agglomeration with international competitiveness.
