【摘要】：改革開(kāi)放以來(lái),我國(guó)在經(jīng)濟(jì)社會(huì)各個(gè)領(lǐng)域中都取得了卓越成就,但經(jīng)濟(jì)快速增長(zhǎng)的同時(shí)對(duì)生態(tài)環(huán)境造成了破壞。針對(duì)這一問(wèn)題,中共中央提出“建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)”。十八屆五中全會(huì)明確指出,到“十三五”末全面建成小康社會(huì),“兩型社會(huì)”建設(shè)取得重大進(jìn)展。武漢市成為“兩型社會(huì)”建設(shè)綜合配套改革試驗(yàn)區(qū)后,全面推進(jìn)改革試驗(yàn)工作,取得了一系列成效。《中國(guó)旅游業(yè)發(fā)展報(bào)告》表明,武漢市擁有交通區(qū)位、經(jīng)濟(jì)發(fā)展環(huán)境、旅游資源的優(yōu)勢(shì),自然環(huán)境競(jìng)爭(zhēng)力卻是制約武漢市旅游競(jìng)爭(zhēng)力水平的主要因素。因此有必要探索武漢市“兩型社會(huì)”與旅游產(chǎn)業(yè)發(fā)展的互動(dòng)關(guān)系,進(jìn)一步促進(jìn)二者協(xié)調(diào)發(fā)展。本文圍繞兩型社會(huì)視角下旅游產(chǎn)業(yè)發(fā)展研究這一命題,選擇建設(shè)“資源節(jié)約型、環(huán)境友好型社會(huì)”的試驗(yàn)城市——武漢市為研究對(duì)象,采用理論研究與實(shí)證研究相結(jié)合,對(duì)武漢市旅游產(chǎn)業(yè)發(fā)展進(jìn)行深入研究。本文依據(jù)資源環(huán)境經(jīng)濟(jì)理論、產(chǎn)業(yè)發(fā)展理論和可持續(xù)發(fā)展理論,通過(guò)定性方法分析旅游產(chǎn)業(yè)、經(jīng)濟(jì)與生態(tài)環(huán)境三者之間相互影響的關(guān)系,得出三者之間相互作用存在辯證統(tǒng)一的關(guān)系,其中旅游產(chǎn)業(yè)發(fā)展對(duì)經(jīng)濟(jì)發(fā)展與生態(tài)環(huán)境保護(hù)產(chǎn)生促進(jìn)作用、經(jīng)濟(jì)發(fā)展對(duì)旅游產(chǎn)業(yè)發(fā)展與生態(tài)環(huán)境保護(hù)產(chǎn)生推動(dòng)作用以及生態(tài)環(huán)境保護(hù)為旅游產(chǎn)業(yè)發(fā)展與經(jīng)濟(jì)發(fā)展提供保障的結(jié)論;通過(guò)利用Matlab軟件,建立武漢市旅游產(chǎn)業(yè)—經(jīng)濟(jì)—生態(tài)環(huán)境耦合模型,計(jì)算出三者之間的耦合協(xié)調(diào)度,并通過(guò)其變化趨勢(shì)分析三者的耦合協(xié)調(diào)關(guān)系。然后介紹兩型社會(huì)政策背景下武漢市旅游產(chǎn)業(yè)發(fā)展所取得的成就,主要有生態(tài)旅游產(chǎn)品不斷豐富、文明旅游漸成社會(huì)風(fēng)尚、城市旅游功能大幅提升,并分析其存在的問(wèn)題,包括旅游產(chǎn)業(yè)與相關(guān)產(chǎn)業(yè)融合度不高,影響兩型社會(huì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整;旅游服務(wù)質(zhì)量較差,旅游標(biāo)準(zhǔn)化落實(shí)不足;生態(tài)環(huán)境污染嚴(yán)重,旅游自然環(huán)境競(jìng)爭(zhēng)力較低;城市旅游形象不夠鮮明,兩型社會(huì)理念不夠突出等問(wèn)題,均是武漢市旅游資源整合能力有限。最后根據(jù)實(shí)證分析結(jié)果,并結(jié)合當(dāng)前兩型社會(huì)背景下武漢市旅游產(chǎn)業(yè)發(fā)展存在的問(wèn)題,提出兩型社會(huì)下武漢市旅游產(chǎn)業(yè)發(fā)展的對(duì)策與建議,包括推動(dòng)旅游產(chǎn)業(yè)與其他相關(guān)產(chǎn)業(yè)的融合、提高旅游服務(wù)質(zhì)量、加大生態(tài)環(huán)境整治與保護(hù)的力度、提升城市旅游形象等四個(gè)方面。
[Abstract]:Since the reform and opening up, China has made remarkable achievements in all fields of economy and society, but the rapid economic growth has caused damage to the ecological environment at the same time. The Fifth Plenary session of the 18 CPC Central Committee clearly pointed out that by the end of the 13th Five-Year Plan, a well-off society should be built in an all-round way. Great progress has been made in the construction of a "two-oriented society". After Wuhan has become a comprehensive reform experimental area for the construction of a "two-type society", it has comprehensively promoted the reform and testing work. The China Tourism Development report shows that Wuhan has the advantages of transportation location, economic development environment and tourism resources. Therefore, it is necessary to explore the interactive relationship between the "two types of society" and the development of tourism industry in Wuhan. Further promote the coordinated development of the two. This paper focuses on the topic of tourism industry development research under the perspective of a two-oriented society, and chooses the construction of "resource-saving". Wuhan City, the experimental city of environment-friendly society, is the object of study. This paper studies the development of tourism industry in Wuhan with the combination of theoretical research and empirical research. This paper is based on the theory of resources and environment economy. Industrial development theory and sustainable development theory, through qualitative analysis of tourism industry, economy and ecological environment, the relationship between the interaction between the three has a dialectical unity. Among them, the development of tourism industry promotes economic development and ecological environment protection. The conclusion that the economic development promotes the development of tourism industry and the protection of ecological environment and that the protection of ecological environment provides guarantee for the development of tourism industry and economic development; By using Matlab software, the coupling model of tourism industry, economy and ecological environment in Wuhan is established, and the degree of coupling and coordination among the three is calculated. And through its changing trend analysis of the coupling and coordination of the relationship between the three. Then introduces the two social policies under the background of Wuhan tourism industry development achievements, mainly rich in ecotourism products. Civilization tourism has gradually become a social fashion, the function of urban tourism has been greatly improved, and its existing problems are analyzed, including the low degree of integration between tourism industry and related industries, which affects the adjustment of the industrial structure of the two types of society. The quality of tourism service is poor and the implementation of tourism standardization is insufficient; The ecological environment pollution is serious, the tourism natural environment competition ability is low; Urban tourism image is not clear enough, the concept of two-type society is not prominent enough, both are the limited ability of the integration of tourism resources in Wuhan. Finally, according to the results of empirical analysis. Combined with the problems existing in the development of tourism industry in Wuhan under the background of the current two-oriented society, this paper puts forward the countermeasures and suggestions for the development of tourism industry in Wuhan under the two-type society, including promoting the integration of tourism industry and other related industries. To improve the quality of tourism service, to strengthen the ecological environment improvement and protection, to enhance the image of urban tourism.
