【摘要】：產(chǎn)業(yè)轉(zhuǎn)移不僅是珠三角地區(qū)產(chǎn)業(yè)“騰籠換鳥”戰(zhàn)略的主要手段,也是西部地區(qū)更新產(chǎn)業(yè)結(jié)構(gòu)的重要途徑。長期以來,作為產(chǎn)業(yè)承接主要平臺的西部產(chǎn)業(yè)園區(qū),在實際承接產(chǎn)業(yè)過程中存在各種問題,如何利用好資源、要素等比較優(yōu)勢,正確處理西部園區(qū)在承接珠三角地區(qū)產(chǎn)業(yè)轉(zhuǎn)移中遇到的困難,是訖待解決的問題。本文參考了國內(nèi)、外關(guān)于產(chǎn)業(yè)轉(zhuǎn)移、產(chǎn)業(yè)承接的理論研究成果,總結(jié)了歷次國際、國內(nèi)產(chǎn)業(yè)轉(zhuǎn)移的一般規(guī)律和共性,對珠三角產(chǎn)業(yè)轉(zhuǎn)移進行經(jīng)濟學分析,并對西部園區(qū)規(guī)模、結(jié)構(gòu)、效益進行研究,總結(jié)出西部產(chǎn)業(yè)園區(qū)承接珠三角產(chǎn)業(yè)轉(zhuǎn)移的問題所在,然后以重慶市永川區(qū)承接珠三角產(chǎn)業(yè)轉(zhuǎn)移情況作為實證進行案例分析,最后提出西部產(chǎn)業(yè)園區(qū)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、優(yōu)化的基本思路和幾點對策,主要研究結(jié)論為:1.當前西部地區(qū)在承接珠三角地區(qū)產(chǎn)業(yè)轉(zhuǎn)移時,重點承接產(chǎn)業(yè)是:石油天然氣采掘裝備、智能交通設(shè)備業(yè)、電子通信設(shè)備制造業(yè)、計算機軟硬件開發(fā)、節(jié)能環(huán)保業(yè)、循環(huán)經(jīng)濟等。2.通過區(qū)域產(chǎn)業(yè)轉(zhuǎn)移進行案例分析,結(jié)合勞動密集型產(chǎn)業(yè)轉(zhuǎn)移論、雁行發(fā)展模式論得出:現(xiàn)階段西部園區(qū)承接珠三角地區(qū)產(chǎn)業(yè)轉(zhuǎn)移時,首先應(yīng)重點承接資本密集型企業(yè)和簡單的技術(shù)密集型企業(yè),下一階段則應(yīng)該將重心放在對高科技產(chǎn)業(yè)的承接上。3.西部產(chǎn)業(yè)園區(qū)承接珠三角地區(qū)產(chǎn)業(yè)轉(zhuǎn)移規(guī)模將會繼續(xù)擴大,同時,西部產(chǎn)業(yè)園區(qū)應(yīng)加強承接空間布局、產(chǎn)業(yè)承接園區(qū)建設(shè)、節(jié)約資源和保護環(huán)境、體制機制創(chuàng)新和保障措施等方面建設(shè)。
[Abstract]:Industrial transfer is not only the main means of the strategy of "freeing cages and changing birds" in the Pearl River Delta region, but also the important way to renew the industrial structure in the western region. For a long time, as the main platform for the industry undertaking, the western industrial park. In the process of undertaking industry, there are various problems, how to make good use of the comparative advantages of resources and elements, and how to correctly handle the difficulties encountered in undertaking the industrial transfer in the Pearl River Delta region. This paper refers to domestic and foreign theoretical research results on industrial transfer and industrial undertaking, and summarizes the general laws and commonalities of previous international and domestic industrial transfer. Economic analysis of industrial transfer in the Pearl River Delta, and the study of the scale, structure and benefits of the western industrial park, summed up the western industrial park to undertake the Pearl River Delta industrial transfer problems. Then taking Yongchuan district of Chongqing as an example to analyze the industrial transfer in the Pearl River Delta, the paper puts forward the basic ideas and countermeasures of industrial structure adjustment and optimization in the western industrial park. The main conclusions are as follows: 1. When the western region undertakes the industrial transfer in the Pearl River Delta region, the key industries are: oil and gas extraction equipment, intelligent transportation equipment industry, electronic communication equipment manufacturing industry. Computer software and hardware development, energy saving and environmental protection industry, circular economy and so on. 2. Through the regional industrial transfer case analysis, combined with labor-intensive industry transfer theory. The development model theory of wild goose travel: at present, when undertaking the industrial transfer in the Pearl River Delta, the western park should focus on undertaking capital-intensive enterprises and simple technology-intensive enterprises. The next stage should focus on the undertaking of high-tech industries. The western industrial park to undertake the Pearl River Delta region will continue to expand the scale of industrial transfer, at the same time, the western industrial park should strengthen the spatial layout of undertaking. Industry to undertake park construction, save resources and protect the environment, institutional mechanism innovation and safeguard measures.
