【摘要】：隨著全球經(jīng)濟(jì)一體化發(fā)展趨勢(shì)不斷深入,棗莊市也面臨著經(jīng)濟(jì)轉(zhuǎn)型的壓力。對(duì)于資源型城市而言,發(fā)展資源型產(chǎn)業(yè)是實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展目標(biāo)的重要條件。大部分資源型城市均面臨經(jīng)濟(jì)發(fā)展慢、生態(tài)污染嚴(yán)重、產(chǎn)業(yè)失衡等方面問題,因此,快速實(shí)現(xiàn)城市轉(zhuǎn)型發(fā)展目標(biāo)則顯得尤為關(guān)鍵。資源型城市必須在它賴以生存的資源枯竭之前,找到能夠支撐它發(fā)展的產(chǎn)業(yè)。否則,城市的命運(yùn)會(huì)和資源一樣,漸漸枯竭。資源型城市開展城市轉(zhuǎn)型活動(dòng),首先應(yīng)當(dāng)解決產(chǎn)業(yè)結(jié)構(gòu)調(diào)整及產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化等相關(guān)問題。目前,資源型城市可選擇的轉(zhuǎn)型道路眾多,其可以結(jié)合自身實(shí)際發(fā)展?fàn)顩r,在眾多戰(zhàn)略中進(jìn)行選擇,確保自身所具備的優(yōu)勢(shì)作用得到全面發(fā)揮,為發(fā)展相關(guān)產(chǎn)業(yè)奠定堅(jiān)實(shí)基礎(chǔ)。調(diào)查信息顯示,資源型城市在自身發(fā)展過程中,可以充分利用自身所具備的旅游優(yōu)勢(shì)資源,逐步對(duì)產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行調(diào)整,使其滿足可持續(xù)發(fā)展目標(biāo)實(shí)現(xiàn)要求。綜上所述,棗莊市實(shí)現(xiàn)城市轉(zhuǎn)型發(fā)展目標(biāo)也可以參照相關(guān)發(fā)展模式。筆者結(jié)合棗莊市產(chǎn)業(yè)轉(zhuǎn)型實(shí)際發(fā)展?fàn)顩r,研究棗莊市培育旅游產(chǎn)業(yè)過程中政府應(yīng)如何行使職能,促進(jìn)旅游業(yè)的發(fā)展和繁榮。該論文主要包括五方面內(nèi)容:第一部分介紹論文的選題背景、研究意義和目的,闡釋論文的研究?jī)?nèi)容和方法、研究中可能的創(chuàng)新與不足,并且在閱讀國(guó)內(nèi)外文獻(xiàn)的基礎(chǔ)上對(duì)政府職能、旅游產(chǎn)業(yè)發(fā)展等問題進(jìn)行了綜述。第二部分的任務(wù)是界定主要概念、闡釋概念特性、闡述基礎(chǔ)理論。界定了旅游產(chǎn)業(yè)、主導(dǎo)產(chǎn)業(yè)、政府職能的概念,同時(shí)分析他們的特性。闡述了增長(zhǎng)極理論、政府失靈理論、波特鉆石模型,為開展后續(xù)論文研究創(chuàng)造良好基礎(chǔ)條件;同時(shí),論述政府培育旅游產(chǎn)業(yè)的必要性。第三部分總結(jié)棗莊市在培育旅游產(chǎn)業(yè)方面的具體做法,主要包括以下幾個(gè)方面:前期調(diào)研規(guī)劃、加大投資力度、培育市場(chǎng)等。第四部分分析、總結(jié)棗莊市政府培育旅游產(chǎn)業(yè)所存在的問題,進(jìn)而指出這些具體的做法存在規(guī)劃、評(píng)價(jià)、權(quán)力制約等方面的問題;從政策的制定、政府管理、權(quán)力尋租等方面來分析原因,為提出對(duì)策提供依據(jù)。最后,針對(duì)棗莊市政府在培育旅游產(chǎn)業(yè)方面存在的問題,提出針對(duì)性的對(duì)策。首先,調(diào)整旅游業(yè)外部發(fā)展環(huán)境;不斷加強(qiáng)基礎(chǔ)設(shè)施建設(shè)水平,逐步實(shí)現(xiàn)文明環(huán)境發(fā)展目標(biāo);其次,政府在相關(guān)發(fā)展過程中充分發(fā)揮自身所具備的宏觀調(diào)控作用,并給予最大化經(jīng)濟(jì)支持;最后,政府采取有效措施,為旅游產(chǎn)業(yè)發(fā)展創(chuàng)造良好基礎(chǔ)條件,在相關(guān)環(huán)境因素作用下,擴(kuò)大交流與合作,促進(jìn)旅游產(chǎn)業(yè)的騰飛。
[Abstract]:With the development trend of global economic integration, Zaozhuang is also facing the pressure of economic transformation. The development of resource-based industry is an important condition to achieve the goal of economic development. Most resource-based cities are faced with the problems of slow economic development, serious ecological pollution, industrial imbalance and so on. The rapid realization of the urban transformation and development goals is particularly critical. Resource-based cities must find industries that can support their development before the resources on which they depend for survival. Otherwise, the fate of cities will be the same as that of resources. Gradually drying up. Resource-based cities to carry out urban transformation activities, should first of all solve the industrial structure adjustment and industrial structure optimization and other related issues. At present, resource-based cities can choose a number of transition roads. It can be combined with its own actual development situation, in a number of strategies to choose, to ensure that the advantages of the role of their full play, for the development of related industries to lay a solid foundation. Survey information shows. Resource-based cities in their own development process, can make full use of their own tourism advantage resources, gradually adjust the industrial structure to meet the requirements of sustainable development goals. Zaozhuang City to achieve the urban transformation and development goals can also refer to the relevant development model. Combined with the actual development of Zaozhuang industry transformation, the author studies how the government should exercise its functions in the process of cultivating tourism industry in Zaozhuang City. This paper mainly includes five aspects: the first part introduces the background, significance and purpose of the thesis, and explains the research contents and methods. On the basis of reading the literature at home and abroad, this paper summarizes the government functions, tourism industry development and other issues. The second part of the task is to define the main concepts, explain the conceptual characteristics. This paper expounds the basic theories, defines the concepts of tourism industry, leading industry and government function, and analyzes their characteristics. It also expounds the theory of growth pole, the theory of government failure, and the Porter diamond model. To create good basic conditions for carrying out the research of follow-up papers; At the same time, the paper discusses the necessity of the government to cultivate tourism industry. The third part summarizes the specific methods of cultivating tourism industry in Zaozhuang city, mainly including the following aspects: early research planning, increase investment. Part 4th analyzes the problems existing in the cultivation of tourism industry by Zaozhuang government, and points out the problems in planning, evaluation, power restriction and so on. From the policy formulation, government management, power rent-seeking and other aspects to analyze the reasons, to provide a basis for countermeasures. Finally, in view of the Zaozhuang City government in the cultivation of tourism industry problems. First of all, adjust the external development environment of tourism; We should constantly strengthen the level of infrastructure construction and gradually realize the goal of the development of the civilized environment; Secondly, the government should give full play to its own macro-control role in the process of related development, and give maximum economic support; Finally, the government should take effective measures to create good basic conditions for the development of tourism industry, expand communication and cooperation under the action of relevant environmental factors, and promote the development of tourism industry.
