隨著文化線(xiàn)路概念的引入,越來(lái)越多的研究將注意力轉(zhuǎn)向文化線(xiàn)路上的旅游開(kāi)發(fā)與可持續(xù)發(fā)展方面。注重社區(qū)參與、注重利益相關(guān)者的持續(xù)受益是文化線(xiàn)路的特點(diǎn)之一,因此,文化線(xiàn)路上旅游活動(dòng)中利益主體間的合作關(guān)系與系統(tǒng)性發(fā)展的重要性也逐漸凸顯。本文選取地方政府、旅游企業(yè)和當(dāng)?shù)厣鐓^(qū)居民這三個(gè)在滇南段茶馬古道文化旅游線(xiàn)路中起關(guān)鍵作用的群體為責(zé)任主體,以博弈論為研究方法,通過(guò)構(gòu)建當(dāng)?shù)卣c旅游企業(yè)、旅游企業(yè)與社區(qū)居民、當(dāng)?shù)卣c社區(qū)居民的博弈模型,分析這三方在博弈過(guò)程中的利益訴求差異和關(guān)鍵性影響因素,從而為這三方做出的旅游開(kāi)發(fā)共贏決策提供一定的科學(xué)依據(jù)。研究結(jié)果顯示,三方的最終決策選擇依賴(lài)于博弈初始支付矩陣及關(guān)鍵參數(shù)的影響,政府在進(jìn)行旅游決策時(shí),應(yīng)多尊重當(dāng)?shù)鼐用竦囊庠?加強(qiáng)對(duì)當(dāng)?shù)貍鹘y(tǒng)的保護(hù),對(duì)旅游企業(yè)不合理的旅游開(kāi)發(fā)行為應(yīng)有所管理和監(jiān)督,并采取適當(dāng)?shù)膽土P措施;旅游企業(yè)在進(jìn)行旅游開(kāi)發(fā)時(shí),應(yīng)讓社區(qū)居民主動(dòng)、充分地參與到旅游活動(dòng)中,并將收到的旅游收益反哺居民,這樣才能形成互贏機(jī)制。研究也表明,利益主體間的沖突主要源自于利益訴求的差異,但三方也存在利益共同點(diǎn),可以從利益協(xié)調(diào)的角度,建立相關(guān)機(jī)制,遵循利益實(shí)現(xiàn)的原則,重視監(jiān)督管理,加強(qiáng)社區(qū)的參與和決策,實(shí)現(xiàn)三方共贏。
