【摘要】：以青島市為研究對象,在全要素生產(chǎn)框架下,引入環(huán)境污染綜合指數(shù)反映區(qū)域的綜合污染水平,構(gòu)建城市生態(tài)文明建設(shè)效率評價指標(biāo)體系,應(yīng)用非期望產(chǎn)出SBM模型對青島市2000—2015年生態(tài)文明建設(shè)效率進行測度。結(jié)果表明:近年來青島市生態(tài)文明建設(shè)效率良好,成效顯著。在SBM模型基礎(chǔ)上利用Super-SBM模型對其有效決策單元進行測算。由綜合效率的分解可知,青島市生態(tài)文明建設(shè)發(fā)展過程中綜合效率無效的原因主要是規(guī)模效率低下。在進行投入—產(chǎn)出變量松弛率及規(guī)模報酬分析的基礎(chǔ)上,得出青島市產(chǎn)業(yè)結(jié)構(gòu)不合理、投入結(jié)構(gòu)不科學(xué)是影響青島市生態(tài)文明建設(shè)效率的關(guān)鍵癥結(jié)。
[Abstract]:Taking Qingdao as the research object, under the framework of total factor production, the comprehensive index of environmental pollution is introduced to reflect the comprehensive pollution level of the region, the evaluation index system of urban ecological civilization construction efficiency is constructed, and the efficiency of ecological civilization construction in Qingdao from 2000 to 2015 is measured by using the non-expected output SBM model. The results show that the construction efficiency of ecological civilization in Qingdao is good and the effect is remarkable in recent years. On the basis of SBM model, the effective decision making unit is calculated by Super-SBM model. From the decomposition of comprehensive efficiency, it can be seen that the main reason for the ineffectiveness of comprehensive efficiency in the construction and development of ecological civilization in Qingdao is the low efficiency of scale. Based on the analysis of relaxation rate and scale reward of input-output variables, it is concluded that the unreasonable industrial structure and unscientific input structure are the key problems affecting the efficiency of ecological civilization construction in Qingdao.
