合肥市高新區(qū)公租房制度運行研究

【摘要】:從古至今,中國人都懷抱著"居者有其屋"美好愿景。1988年的住房制度改革標(biāo)志著我國福利分房制度的結(jié)束,自此,商品房市場蓬勃發(fā)展,房地產(chǎn)行業(yè)瞬間大熱。而越來越高的不合理房價,透支著國民的財富,極大地影響著大家的生活水平。于是,政府相繼推出以廉租房、經(jīng)濟(jì)適用房為代表的各種保障性住房政策,用于滿足低收入群體的住房要求。然而與此同時,有一個越來越不可忽視的群體出現(xiàn)在社會各界眼前,他們有著迫切的住房需求,但既不符合現(xiàn)行保障性住房的準(zhǔn)入條件,又沒有經(jīng)濟(jì)能力購買或租賃商品房,無可奈何的被夾在各項政策的縫隙,這類群體,就是所謂的"夾心層"。這群"夾心層"的住房保障問題,關(guān)系著社會經(jīng)濟(jì)的發(fā)展,影響著社會的和諧穩(wěn)定。所以,對用以保障"夾心層"住房需求的公租房制度的實施情況進(jìn)行分析研究,是有必要的。論文開始部分,對現(xiàn)行公租房制度進(jìn)行了概述,結(jié)合理論分析進(jìn)行了現(xiàn)狀討論,論證了公租房存在和發(fā)展的合理性和必然性。隨后以合肥市高新區(qū)為例,從機會的公平、過程的公平和結(jié)果的公平三個方面多角度說明了公租房制度的公平性;并采用調(diào)查問卷的形式,搜集了數(shù)據(jù),分析了公租房的現(xiàn)狀。最后得出結(jié)論:公租房雖是近幾年才推行的保障性住房,但效果顯著,擴大了住房的供應(yīng)量,一定程度上提高了居民的居住水平,保障了"夾心層"群體的住房需求。但公租房制度是一項新興的住房保障制度,實施過程中尚存在明顯不足。在論文的第三部分,筆者總結(jié)了合肥市高新區(qū)公租房實行過程中存在的7個問題,并分析了其產(chǎn)生的原因。就下來,本文以德國的住房儲蓄制度和香港的"公屋"制度為代表,嘗試分析了發(fā)達(dá)國家地區(qū)在發(fā)展公租房中的經(jīng)驗做法教訓(xùn),并得到發(fā)展公租房制度的啟示。在論文的最后,對應(yīng)著前文總結(jié)的公租房實行過程中存在的7個問題,提出了7條關(guān)于提升公租房制度實施效果的對策建議。
[Abstract]:From ancient times to the present, the Chinese people have a good vision of "home ownership". The reform of the housing system in 1988 marked the end of the welfare housing system in our country. Since then, the commercial housing market has flourished and the real estate industry has become hot in an instant. And higher unreasonable house prices, overdraft the wealth of the people, greatly affecting everyone's living standards. As a result, the government has launched a variety of affordable housing policies represented by low-rent housing and comfortable housing, which are used to meet the housing requirements of low-income groups. However, at the same time, there is a group that can not be ignored in front of all walks of life. They have urgent housing needs, but they do not meet the current access conditions of affordable housing, and do not have the financial ability to buy or rent commercial housing. There is no choice but to be caught in the gap of various policies. This kind of group is the so-called "sandwich layer." The housing security of this group of sandwich layer is related to the development of social economy and affects the harmony and stability of society. Therefore, it is necessary to analyze and study the implementation of the public rental housing system used to ensure the housing demand of the sandwich floor. At the beginning of the paper, the current public rental housing system is summarized, the present situation is discussed with the theoretical analysis, and the rationality and necessity of the existence and development of public rental housing are demonstrated. Then, taking Hefei High-tech Zone as an example, this paper explains the fairness of the public rental housing system from three aspects: the fairness of opportunity, the fairness of the process and the fairness of the result, and uses the form of questionnaire to collect the data and analyze the present situation of the public rental housing. Finally, it is concluded that although public rental housing is a kind of affordable housing only carried out in recent years, the effect is remarkable, the supply of housing is expanded, the living standard of residents is improved to a certain extent, and the housing demand of "sandwich floor" group is guaranteed. However, the public rental housing system is a new housing security system, there are still obvious deficiencies in the implementation process. In the third part of the paper, the author summarizes seven problems existing in the implementation of public rental housing in Hefei High-tech Zone, and analyzes the causes. On the basis of this, this paper, represented by the housing savings system in Germany and the "public housing" system in Hong Kong, tries to analyze the lessons learned from the experience and practices in the development of public rental housing in developed countries, and obtains the enlightenment of the development of public rental housing system. At the end of the paper, corresponding to the seven problems existing in the implementation of public rental housing summarized above, this paper puts forward seven countermeasures and suggestions to improve the implementation effect of public rental housing system.
