【摘要】：為促進(jìn)我國(guó)地方PPP模式更高效推進(jìn),本文從經(jīng)濟(jì)效率、政策效率和社會(huì)效率三個(gè)維度構(gòu)建了PPP模式推進(jìn)效率測(cè)度指標(biāo)體系并對(duì)各省份進(jìn)行測(cè)度,結(jié)果發(fā)現(xiàn),東部、中部和西部PPP模式推進(jìn)效率存在顯著差異。具體而言,經(jīng)濟(jì)效率東部地區(qū)高于西部地區(qū),而政策效率和社會(huì)效率西部地區(qū)高于東部地區(qū)。鑒于經(jīng)濟(jì)效率是PPP模式推進(jìn)效率高低的決定因素,故東部地區(qū)在推進(jìn)效率總分值上顯著高于中部和西部地區(qū)�；谏鲜龇治�,本文從經(jīng)濟(jì)環(huán)境、政策環(huán)境和社會(huì)環(huán)境三個(gè)方面提出提高地方政府PPP模式推進(jìn)效率的有效建議。
[Abstract]:In order to promote the local PPP model in China to promote more efficiently, this paper constructs the PPP model promotion efficiency measurement index system from the three dimensions of economic efficiency, policy efficiency and social efficiency, and measures the efficiency of each province. The results show that there are significant differences in the efficiency of PPP model promotion in the eastern, central and western regions. Specifically, the economic efficiency of the eastern region is higher than that of the western region, while the policy efficiency and social efficiency of the western region is higher than that of the eastern region. In view of the fact that economic efficiency is the determinant of the efficiency of PPP model, the total score of promotion efficiency in the eastern region is significantly higher than that in the central and western regions. Based on the above analysis, this paper puts forward some effective suggestions to improve the efficiency of local government PPP model from three aspects: economic environment, policy environment and social environment.
