【摘要】：正為了保護特殊工種職工的勞動利益,我國自1951年起相繼頒布出臺了相關(guān)政策,以調(diào)動勞動者生產(chǎn)和建設(shè)的積極性,促進經(jīng)濟的恢復(fù)和順利發(fā)展。但是,隨著經(jīng)濟體制改革的深入,工藝技術(shù)的革新,加之我特殊工種退休政策完善滯后,導(dǎo)致特殊工種認(rèn)定難、養(yǎng)老保險基金負(fù)擔(dān)、市場供需矛盾增加等問題的出現(xiàn),如何完善特殊工種退休政策,我們可以借鑒國外的政策。一、國外特殊工種政策的做法(一)明細(xì)特殊工種分類在國外,特殊工種這一概念存在與否,鑒定標(biāo)準(zhǔn)、目錄覆蓋范圍都因各國具體情況而不同。例如,美國,英國并沒有特殊工種這一
[Abstract]:In order to protect the labor interests of special workers, China has issued relevant policies since 1951 in order to mobilize workers' enthusiasm for production and construction and to promote the recovery and smooth development of the economy. However, with the deepening of the reform of the economic system, the innovation of the technological technology, and the lag in the improvement of the retirement policy of our special types of work, it has led to the emergence of such problems as the identification of the special types of work, the burden of the pension insurance fund, the increasing contradiction between supply and demand in the market How to improve the retirement policy of special types of work, we can draw lessons from foreign policies. (1) the classification of special jobs in foreign countries, whether the concept of special jobs exists or not, the criteria of appraisal and the coverage of catalogs vary according to the specific situation of each country. For example, there are no special jobs in the United States and Britain.
