【摘要】：本文運(yùn)用普特南的雙層博弈理論,分別從國(guó)外、國(guó)內(nèi)兩個(gè)層次分析美國(guó)批準(zhǔn)IMF改革方案。根據(jù)雙層博弈理論,美國(guó)通過(guò)IMF2010改革方案過(guò)程可以大致分國(guó)際層次和國(guó)內(nèi)層次;國(guó)際博弈是國(guó)際社會(huì)向美國(guó)政府施加壓力的過(guò)程,主要圍繞國(guó)際社會(huì)(G20、IMF、新興大國(guó)代表中國(guó))施壓美國(guó)政府盡快批準(zhǔn)IMF改革方案。而國(guó)內(nèi)博弈主要圍繞美國(guó)政府獲得國(guó)會(huì)批準(zhǔn)的過(guò)程,主要是美國(guó)政府要求美國(guó)國(guó)會(huì)批準(zhǔn)IMF改革方案之間展開(kāi)的。通過(guò)這兩個(gè)層次的博弈中,深入了解影響美國(guó)政府批準(zhǔn)IMF改革方案的過(guò)程中相互影響的國(guó)內(nèi)和國(guó)際因素。本文首先梳理雙層博弈理論,之后對(duì)IMF2010年改革方案的背景、內(nèi)容與過(guò)程展開(kāi)介紹。并在此基礎(chǔ)上根據(jù)普特南的雙層博弈理論,對(duì)影響美國(guó)政府批準(zhǔn)IMF改革方案的國(guó)外和國(guó)內(nèi)因素分別進(jìn)行分析,這將有助于了解和理解推動(dòng)美國(guó)主導(dǎo)的國(guó)際金融體系改革的內(nèi)在聯(lián)系,特別是美國(guó)國(guó)內(nèi)政治狀況對(duì)其的影響。同時(shí)這一幫助我們更全面深刻地把握和理解美國(guó)對(duì)外政策的影響因素及動(dòng)態(tài)過(guò)程。從而制定更為有效的對(duì)美國(guó)主導(dǎo)的國(guó)際體系和全球治理的變革的應(yīng)對(duì)策略同時(shí),本文的研究表明,對(duì)于深入理解國(guó)內(nèi)政治和國(guó)際政治的互動(dòng)關(guān)系,雙層博弈理論給我們提供一個(gè)較為恰當(dāng)?shù)睦碚摲治隹蚣堋?br/>[Abstract]:Based on Putnam's two-level game theory, this paper analyzes the IMF reform plan approved by the United States from two levels: foreign and domestic. According to the double-level game theory, the United States can be divided into international level and domestic level through the process of IMF2010 reform. The international game is a process in which the international community puts pressure on the US government, mainly around the pressure of the international community (G20, IMF, the emerging powers on behalf of China) to pressure the US government to approve the IMF reform plan as soon as possible. The domestic game mainly revolves around the process of the United States government getting the approval of the Congress, mainly between the United States government asking the United States Congress to approve the reform plan of the IMF. Through these two levels of game, we deeply understand the domestic and international factors that influence each other in the process of American government's approval of the IMF reform plan. This paper first combs the double-level game theory, and then introduces the background, content and process of IMF2010's annual reform plan. On this basis, according to Putnam's two-level game theory, this paper analyzes the foreign and domestic factors that affect the United States government's approval of the IMF reform plan. This will help to understand and understand the internal links that drive the reform of the US-led international financial system, especially the impact of domestic political conditions on it. At the same time, this helps us to grasp and understand the influencing factors and dynamic process of American foreign policy more comprehensively and deeply. In order to formulate a more effective response strategy to the United States-led international system and the changes in global governance, the research in this paper shows that, for in-depth understanding of the interaction between domestic and international politics, The double-level game theory provides us with a more appropriate theoretical analysis framework.
