水務(wù)基礎(chǔ)設(shè)施運(yùn)營(yíng)效率提升的對(duì)策研究
[Abstract]:With the acceleration of urbanization in China, the supply of resources has become an important factor affecting the development of urban economy. As an important factor of production and life, water resources provide an important guarantee for urban development. As the theory of sustainable development and the theory of circular economy are widely used in various fields of our country, the establishment of resource-saving economic development mode is more and more recognized, and the issue of improving the operational efficiency of water infrastructure has been paid more and more attention by scholars. Therefore, through the evaluation and analysis of the current situation of water infrastructure operation in our country, this paper finds out the practical problems in operation, such as redundancy of input, insufficient output, unbalanced development among regions, and carries on the countermeasure research to improve the efficiency of water infrastructure operation. To save water resources and promote the sound development of the economy to provide a strong guarantee. In this study, the water infrastructure is defined as the water supply infrastructure and the drainage infrastructure, taking the water infrastructure operation efficiency as the main research object. Firstly, the background of the research is briefly introduced. Secondly, the related concepts involved in this study are clearly defined, and the theories of public goods and circular economy used in the study are expounded, which lays a theoretical foundation for further in-depth research. Thirdly, combining input-output and X-inefficiency to analyze the factors that affect the operation efficiency of water infrastructure, such as investment factor, manpower factor, market vitality, technological innovation and internal management. Finally, the evaluation index system of water infrastructure operation efficiency in China is established based on the existing relevant research results and combined with the research needs of this paper, and the super-efficiency DEA model is used to evaluate the operation efficiency of water infrastructure in 30 provinces (autonomous regions) of China. The operation status of water infrastructure is evaluated, and the conclusions are drawn as follows: redundancy of input, imbalance of operation efficiency of water infrastructure in the east and west of China. According to the results of the empirical research, this paper puts forward some countermeasures such as optimization of input structure, intelligence of operation, cooperation and win-win strategic alliance mechanism, and strengthening innovation in order to develop China's water supply industry and save water resources, from the two aspects of direct and indirect promotion countermeasures. Promote the development of urbanization to make a positive contribution.
