水務(wù)基礎(chǔ)設(shè)施運(yùn)營(yíng)效率提升的對(duì)策研究

【摘要】:我國(guó)城市化進(jìn)程的加快,資源供給問題已經(jīng)成為影響城市經(jīng)濟(jì)發(fā)展的重要因素,水資源作為重要的生產(chǎn)和生活因素為城市發(fā)展提供了重要保障。隨著可持續(xù)發(fā)展理論和循環(huán)經(jīng)濟(jì)理論被我國(guó)各領(lǐng)域廣泛利用,建立資源節(jié)約型經(jīng)濟(jì)發(fā)展模式更加被認(rèn)同,提升水務(wù)基礎(chǔ)設(shè)施的運(yùn)營(yíng)效率問題越來越得到學(xué)者的重視。因此,通過對(duì)當(dāng)前我國(guó)水務(wù)基礎(chǔ)設(shè)施運(yùn)營(yíng)狀況進(jìn)行評(píng)價(jià)分析,找出運(yùn)營(yíng)當(dāng)中投入冗余、產(chǎn)出不足、地區(qū)間發(fā)展不均衡等現(xiàn)實(shí)問題,對(duì)提升水務(wù)基礎(chǔ)設(shè)施運(yùn)營(yíng)效率進(jìn)行對(duì)策研究,為節(jié)約水資源和促進(jìn)經(jīng)濟(jì)健康發(fā)展提供有力保障。本研究以我國(guó)水務(wù)基礎(chǔ)設(shè)施運(yùn)營(yíng)效率為主要研究對(duì)象,將水務(wù)基礎(chǔ)設(shè)施界定為供水基礎(chǔ)設(shè)施和排水基礎(chǔ)設(shè)施。首先,對(duì)研究背景進(jìn)行了簡(jiǎn)要介紹;其次,對(duì)本研究涉及的相關(guān)概念進(jìn)行了明確界定,對(duì)研究當(dāng)中所運(yùn)用到的公共物品理論和循環(huán)經(jīng)濟(jì)等理論進(jìn)行了闡述,為進(jìn)一步深入研究奠定理論基礎(chǔ);再次,結(jié)合了投入——產(chǎn)出和X-非效率對(duì)投資因素、人力因素、市場(chǎng)活力、技術(shù)創(chuàng)新和內(nèi)部管理等影響水務(wù)基礎(chǔ)設(shè)施運(yùn)營(yíng)效率的因素進(jìn)行了分析;最后,以現(xiàn)有相關(guān)研究成果為指標(biāo)體系的選取依據(jù),結(jié)合本文的研究需求建立了我國(guó)水務(wù)基礎(chǔ)設(shè)施運(yùn)營(yíng)效率評(píng)價(jià)指標(biāo)體系,并利用超效率DEA模型對(duì)我國(guó)30個(gè)省(自治區(qū)、直轄市)的水務(wù)基礎(chǔ)設(shè)施運(yùn)營(yíng)狀況進(jìn)行評(píng)價(jià),得出了投入冗余、東中西部水務(wù)基礎(chǔ)設(shè)施運(yùn)營(yíng)效率不均衡等結(jié)論。根據(jù)實(shí)證研究結(jié)果從直接提升對(duì)策和間接提升對(duì)策兩方面提出投入結(jié)構(gòu)優(yōu)化、運(yùn)營(yíng)智能化、合作共贏的戰(zhàn)略聯(lián)盟機(jī)制和加強(qiáng)創(chuàng)新等對(duì)策建議,為發(fā)展我國(guó)水務(wù)業(yè)、節(jié)約水資源、促進(jìn)城市化發(fā)展做出積極貢獻(xiàn)。
[Abstract]:With the acceleration of urbanization in China, the supply of resources has become an important factor affecting the development of urban economy. As an important factor of production and life, water resources provide an important guarantee for urban development. As the theory of sustainable development and the theory of circular economy are widely used in various fields of our country, the establishment of resource-saving economic development mode is more and more recognized, and the issue of improving the operational efficiency of water infrastructure has been paid more and more attention by scholars. Therefore, through the evaluation and analysis of the current situation of water infrastructure operation in our country, this paper finds out the practical problems in operation, such as redundancy of input, insufficient output, unbalanced development among regions, and carries on the countermeasure research to improve the efficiency of water infrastructure operation. To save water resources and promote the sound development of the economy to provide a strong guarantee. In this study, the water infrastructure is defined as the water supply infrastructure and the drainage infrastructure, taking the water infrastructure operation efficiency as the main research object. Firstly, the background of the research is briefly introduced. Secondly, the related concepts involved in this study are clearly defined, and the theories of public goods and circular economy used in the study are expounded, which lays a theoretical foundation for further in-depth research. Thirdly, combining input-output and X-inefficiency to analyze the factors that affect the operation efficiency of water infrastructure, such as investment factor, manpower factor, market vitality, technological innovation and internal management. Finally, the evaluation index system of water infrastructure operation efficiency in China is established based on the existing relevant research results and combined with the research needs of this paper, and the super-efficiency DEA model is used to evaluate the operation efficiency of water infrastructure in 30 provinces (autonomous regions) of China. The operation status of water infrastructure is evaluated, and the conclusions are drawn as follows: redundancy of input, imbalance of operation efficiency of water infrastructure in the east and west of China. According to the results of the empirical research, this paper puts forward some countermeasures such as optimization of input structure, intelligence of operation, cooperation and win-win strategic alliance mechanism, and strengthening innovation in order to develop China's water supply industry and save water resources, from the two aspects of direct and indirect promotion countermeasures. Promote the development of urbanization to make a positive contribution.
