【摘要】：公共資源交易中心是負(fù)責(zé)公共資源交易、咨詢、服務(wù)的機(jī)構(gòu),目的是讓公共資源公平、公正、高效、透明使用。吉安縣公共資源中心交易的項(xiàng)目包括工程建設(shè)招投標(biāo)、土地和礦業(yè)權(quán)交易、企業(yè)國(guó)有產(chǎn)權(quán)交易、政府采購(gòu)、公立醫(yī)院藥品和醫(yī)療用品采購(gòu)、司法機(jī)關(guān)罰沒(méi)物品拍賣(mài)、國(guó)有文藝品拍賣(mài)等,這些公共資源的交易主要通過(guò)招投標(biāo)方式完成。公共資源交易中心的招投標(biāo)項(xiàng)目具有涉及范圍廣、部門(mén)多、金額大、專(zhuān)業(yè)性強(qiáng)等特點(diǎn),在交易過(guò)程中較容易產(chǎn)生經(jīng)濟(jì)腐敗問(wèn)題,一直是國(guó)家重點(diǎn)防腐區(qū)域。加強(qiáng)公共資源交易中心以及招投標(biāo)制度的建設(shè)及管理,是防止行業(yè)腐敗、提高效率的重要手段。本文在分析吉安縣公共資源交易中心近幾年招投標(biāo)交易現(xiàn)狀的基礎(chǔ)上,深入剖析招投標(biāo)制度存在的問(wèn)題及其原因,提出完善招投標(biāo)制度、加強(qiáng)交易平臺(tái)網(wǎng)絡(luò)建設(shè)等措施,規(guī)范招投標(biāo)過(guò)程的管理,達(dá)到公平、公正、公開(kāi)的“陽(yáng)光化”管理。本文的主要研究結(jié)論如下:(1)對(duì)國(guó)內(nèi)外相關(guān)研究現(xiàn)狀進(jìn)行了綜述。分別對(duì)國(guó)外招投標(biāo)制度、國(guó)內(nèi)公共資源交易平臺(tái)及國(guó)內(nèi)招投標(biāo)現(xiàn)狀進(jìn)行了綜述,對(duì)國(guó)內(nèi)公共資源交易平臺(tái)建設(shè)概況進(jìn)行了系統(tǒng)地分析。(2)分析了吉安縣公共資源交易中心招投標(biāo)現(xiàn)狀。通過(guò)對(duì)吉安縣公共資源交易中心近幾年的相關(guān)數(shù)據(jù)分析,發(fā)現(xiàn)在吉安縣公共資源交易中心的項(xiàng)目交易具有項(xiàng)目數(shù)量總體攀升、項(xiàng)目范圍不斷擴(kuò)大、投標(biāo)企業(yè)數(shù)量急劇增加、公開(kāi)招標(biāo)成為主要方式及電子化招標(biāo)進(jìn)程加速等特點(diǎn)。因此,需要從制度和平臺(tái)建設(shè)上著手,依靠完善的制度體系和現(xiàn)代化信息平臺(tái)才能確保各項(xiàng)工作規(guī)范、高效運(yùn)行。(3)分析了吉安縣公共資源交易中心招投標(biāo)存在的問(wèn)題與原因。本章分析了招投標(biāo)過(guò)程中招標(biāo)方、投標(biāo)方、代理機(jī)構(gòu)及行政管理部門(mén)存在的主要問(wèn)題,并剖析了其存在問(wèn)題的原因。研究發(fā)現(xiàn),問(wèn)題產(chǎn)生原因主要有參與主體權(quán)力義務(wù)不夠明確、行業(yè)招標(biāo)規(guī)則有失公允、招投標(biāo)評(píng)審過(guò)程不合理、信用法律體系不健全、監(jiān)管架構(gòu)不科學(xué)及懲戒治理的合力尚未形成等方面。因此可以從提高管理人員的個(gè)人素質(zhì)和專(zhuān)業(yè)素養(yǎng)、完善招投標(biāo)制度、建立電子招投標(biāo)體系等方面著手,規(guī)范招投標(biāo)過(guò)程。(4)分析了吉安縣公共資源交易中心招投標(biāo)制度建設(shè)對(duì)策。針對(duì)吉安縣公共資源交易中心招投標(biāo)現(xiàn)狀、存在的問(wèn)題及原因,本章從加強(qiáng)招投標(biāo)監(jiān)管體制建設(shè)、規(guī)范招投標(biāo)工作流程與行為、加強(qiáng)評(píng)審專(zhuān)家的管理、完善行業(yè)信用機(jī)制、構(gòu)建電子招投標(biāo)體系等五個(gè)方面提出了對(duì)策建議,特別是建立由客戶端、軟件服務(wù)、平臺(tái)服務(wù)、基礎(chǔ)設(shè)施服務(wù)組成的電子招投標(biāo)系統(tǒng),成為吉安縣公共資源交易在招投標(biāo)管理建設(shè)上的一大亮點(diǎn)。
[Abstract]:The Public Resource Trading Center is the agency responsible for the trading, consulting and service of public resources with the aim of fair, efficient and transparent use of public resources. The projects traded by Jian County Public Resource Center include bidding for construction projects, land and mining rights transactions, state-owned property rights transactions of enterprises, government procurement, procurement of medicines and medical supplies in public hospitals, and forfeiture of items auctioned by the judiciary. State-owned art auction and so on, these public resources transactions are mainly through bidding. The bidding project of the public resource trading center has the characteristics of a wide range, a large number of departments, a large amount of money, a strong professionalism and so on. It is easy to produce economic corruption in the course of the transaction, and has always been a key anticorrosive area of the country. Strengthening the construction and management of public resource trading center and bidding system is an important means to prevent industry corruption and improve efficiency. On the basis of analyzing the present situation of bidding and bidding in Jian County Public Resources Trading Center in recent years, this paper deeply analyzes the problems existing in the bidding system and its reasons, and puts forward some measures such as perfecting the bidding system and strengthening the network construction of the trading platform, and so on. Standardize the management of bidding process, achieve fair, open "sunny" management. The main conclusions of this paper are as follows: (1) the related research situation at home and abroad is reviewed. This paper summarizes the foreign bidding system, domestic public resources trading platform and the present situation of domestic bidding. The construction of domestic public resource trading platform is analyzed systematically. (2) the present situation of public resource trading center in Jian county is analyzed. Through the analysis of the relevant data of Jian County Public Resource Trading Center in recent years, it is found that the project transaction in Jian County Public Resource Trading Center has an overall increase in the number of projects, the scope of the project continues to expand, and the number of bidding enterprises increases sharply. Open tendering becomes the main way and the electronic bidding process accelerates and so on. Therefore, it is necessary to start with the construction of the system and platform, and rely on a sound system and modern information platform to ensure all kinds of work norms. Efficient operation. (3) the problems and reasons of bidding in Jian County Public Resource Trading Center are analyzed. This chapter analyzes the main problems of tenderers, bidders, agencies and administrative departments in the process of bidding and bidding, and analyzes the reasons for the problems. It is found that the main causes of the problems are the lack of clarity of the power and obligation of the participants, the unfair bidding rules of the industry, the unreasonable evaluation process of bidding and bidding, and the imperfect legal system of credit. Regulatory structure is not scientific and disciplinary governance force has not yet formed and other aspects. Therefore, it is possible to improve the personal and professional qualities of managers, improve the bidding system, and establish an electronic bidding system, and so on. Standardize the bidding process. (4) analyze the construction countermeasures of the bidding system of Jian County Public Resource Trading Center. In view of the present situation, problems and reasons of bidding in Jian County Public Resource Trading Center, this chapter focuses on strengthening the construction of bidding supervision system, standardizing the work flow and behavior of bidding, strengthening the management of evaluation experts and perfecting the credit mechanism of the industry. The countermeasures and suggestions are put forward to construct the electronic bidding system, especially the electronic bidding system composed of client, software service, platform service, infrastructure service, and so on, which is composed of client side, software service, platform service, infrastructure service, and so on. It has become a bright spot in the construction of bidding management in Jian County.
