【摘要】：現(xiàn)代物流業(yè)是一個國家經(jīng)濟發(fā)展的重要支柱產(chǎn)業(yè),具有涉及行業(yè)多、部門多和影響地域廣的特點,大力發(fā)展物流業(yè),不僅僅是其自身發(fā)展的要求,也是一國經(jīng)濟發(fā)展的需要。內(nèi)蒙古現(xiàn)代物流業(yè)作為一個新興產(chǎn)業(yè),發(fā)展速度很快,取得了很大成績,但是也出現(xiàn)了不少問題,這些問題的解決需要政府的引導(dǎo)、協(xié)調(diào)及監(jiān)管。研究內(nèi)蒙古政府應(yīng)該如何治理物流業(yè),對推動內(nèi)蒙古現(xiàn)代物流業(yè)發(fā)展有重要意義。本文的研究,首先在理論方面研究了現(xiàn)代物流、政府治理等基本概念,分析了政府治理方面基礎(chǔ)理論,包括市場失靈、政府治理、政府失靈等。其次是從現(xiàn)實層面分析了內(nèi)蒙古政代物流業(yè)發(fā)展的情況,既研究了近些年內(nèi)蒙古現(xiàn)代物流業(yè)取得的成績,也提出了存在的問題。再次分析了政府治理內(nèi)蒙古現(xiàn)代物流業(yè)存在問題。第四借鑒目前國外政府治理物流業(yè)的經(jīng)驗、我國中央政府和部分地方政府治理的經(jīng)驗。最終提出了內(nèi)蒙古現(xiàn)代物流業(yè)發(fā)展中政府治理的建議,這部分也是文章的重點,包括建立有效的物流管理協(xié)調(diào)機制、營造良好的物流政策和法律環(huán)境、發(fā)揮內(nèi)蒙古政府對物流基礎(chǔ)設(shè)施建設(shè)的主導(dǎo)作用等七個方面,較為全面的提出了內(nèi)蒙古政府治理現(xiàn)代物流業(yè)的對策。
[Abstract]:Modern logistics industry is an important pillar industry in the economic development of a country. It has the characteristics of more industries, more departments and more influence regions. It is not only the requirement of its own development, but also the need of a country's economic development to vigorously develop the logistics industry. The modern logistics industry of Inner Mongolia, as a new industry, has made great achievements in its rapid development, but there are also many problems. The solution of these problems needs the guidance, coordination and supervision of the government. It is of great significance to study how the Inner Mongolia government should manage the logistics industry in order to promote the development of the modern logistics industry in Inner Mongolia. In this paper, the basic concepts of modern logistics and government governance are studied in theory, and the basic theories of government governance are analyzed, including market failure, government governance, government failure and so on. Secondly, it analyzes the development of the logistics industry in Inner Mongolia from the realistic level, not only studies the achievements of the modern logistics industry in Inner Mongolia in recent years, but also puts forward the existing problems. Again analyzed the government governs the Inner Mongolia modern logistics industry existence question. The fourth is to draw lessons from the experience of foreign governments governing logistics industry, and the experiences of central government and some local governments. Finally, the paper puts forward the suggestions of government governance in the development of modern logistics industry in Inner Mongolia, which is also the focus of the article, including the establishment of an effective logistics management coordination mechanism, the creation of a good logistics policy and legal environment. This paper gives full play to the leading role of Inner Mongolia government in logistics infrastructure construction, and puts forward the countermeasures for Inner Mongolia government to control modern logistics industry.
