江蘇省城市建設(shè)用地利用經(jīng)濟(jì)效率時(shí)空演變研究

【摘要】:隨著城鎮(zhèn)化進(jìn)程的加快,城市粗放擴(kuò)張也在加劇,城市建設(shè)用地利用效率低下,有違土地節(jié)約集約用地宗旨,值得探究。建設(shè)用地利用經(jīng)濟(jì)效率是衡量建設(shè)用地利用合理性的重要指標(biāo)。以其為對(duì)象進(jìn)行的研究,探究城市建設(shè)用地利用經(jīng)濟(jì)效率水平、演變規(guī)律及作用機(jī)理,可明確區(qū)域土地利用實(shí)際水平,有利于合理統(tǒng)籌區(qū)域經(jīng)濟(jì)均衡,促進(jìn)城市節(jié)約集約利用水平的提高。本文以江蘇省為研究區(qū),運(yùn)用數(shù)據(jù)包絡(luò)分析法,測(cè)算全省55個(gè)市縣在2006-2015年間的城市建設(shè)用地利用經(jīng)濟(jì)效率;運(yùn)用Malmquist指數(shù)和探索性空間數(shù)據(jù)分析方法分別對(duì)效率值的時(shí)空變化趨勢(shì);運(yùn)用空間滯后模型和空間誤差模型,分析影響因子的作用方向與程度,揭示了城市建設(shè)用地利用經(jīng)濟(jì)效率的時(shí)空演變規(guī)律,其結(jié)果可為區(qū)域制定建設(shè)用地利用效率和節(jié)約集約用地水平政策提供參考依據(jù)。研究結(jié)果表明:(1)江蘇省內(nèi)區(qū)域差異明顯,由南向北依次降低。而在地級(jí)市市區(qū)、縣級(jí)市、縣的三種不同級(jí)別的行政區(qū)劃對(duì)比分析中,地級(jí)市市區(qū)與縣的相對(duì)效率值均較縣級(jí)市高;(2)高效率值聚集區(qū)集中在蘇南地區(qū),且向長(zhǎng)江下游靠攏,而低效率值聚集區(qū)主要分布在蘇北地區(qū),但不包括徐州市市區(qū)及其所轄市縣;(3)產(chǎn)業(yè)結(jié)構(gòu)、經(jīng)濟(jì)發(fā)展水平、人地關(guān)系、政府干預(yù)程度對(duì)建設(shè)用地的經(jīng)濟(jì)效率具有正向促進(jìn)作用,其中政府干預(yù)程度由顯著變?yōu)椴伙@著正影響,吸引外商投資水平作用系數(shù)值由負(fù)變正。研究認(rèn)為:(1)數(shù)據(jù)包絡(luò)分析與Malmquist指數(shù)結(jié)合能夠從靜態(tài)和動(dòng)態(tài)角度較為全面地對(duì)城市建設(shè)用地經(jīng)濟(jì)效率進(jìn)行測(cè)算,探索性空間數(shù)據(jù)分析和空間計(jì)量模型可較為有效地研究效率的空間特征,多種方法的綜合運(yùn)用能夠?qū)ㄔO(shè)用地經(jīng)濟(jì)效率的時(shí)空演變規(guī)律作出合理的分析;(2)蘇南和蘇中地區(qū)的城市多處于長(zhǎng)三角經(jīng)濟(jì)圈中,其經(jīng)濟(jì)開(kāi)放程度和發(fā)展水平均處在江蘇省領(lǐng)先地位,規(guī)模效率的提高已經(jīng)達(dá)到階段性的限制點(diǎn),影響經(jīng)濟(jì)增長(zhǎng)的主要原因已成為純技術(shù)效率和技術(shù)進(jìn)步效率的提升。蘇北地區(qū)由于區(qū)位優(yōu)勢(shì)不明顯,經(jīng)濟(jì)發(fā)展相對(duì)滯后,城市的要素投入規(guī)模擴(kuò)張仍可帶動(dòng)效率的提升,在縣、縣級(jí)市的單元表現(xiàn)尤為明顯;(3)保持經(jīng)濟(jì)增長(zhǎng)趨勢(shì),推動(dòng)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)過(guò)程,促進(jìn)人口城鎮(zhèn)化與土地城鎮(zhèn)化的協(xié)調(diào)發(fā)展,提升政府干預(yù)程度,建立健全節(jié)約集約用地政策制度體系仍可為建設(shè)用地利用提供良好的城市環(huán)境,可間接促進(jìn)城市建設(shè)用地利用經(jīng)濟(jì)效率的提升。
[Abstract]:With the acceleration of urbanization, extensive urban expansion is also intensified, urban construction land use efficiency is low, contrary to the purpose of land conservation and intensive land use, it is worth exploring. The economic efficiency of construction land use is an important index to measure the rationality of construction land use. Taking it as the object of study, this paper probes into the level of economic efficiency, the law of evolution and the mechanism of action of urban construction land use, which can clarify the actual level of regional land use and be beneficial to the balance of regional economy. To improve the level of urban economy and intensive use. In this paper, the economic efficiency of urban construction land use in 55 cities and counties of Jiangsu Province from 2006 to 2015 is estimated by using data envelopment analysis. Using Malmquist exponent and exploratory spatial data analysis method, the spatio-temporal variation trend of efficiency value is analyzed respectively. By using the spatial lag model and the spatial error model, this paper analyzes the direction and degree of the influence factors, and reveals the space-time evolution law of the economic efficiency of urban construction land use. The results can be used as a reference for regional construction land use efficiency and conservation of intensive land use level policy. The results are as follows: (1) the regional difference in Jiangsu province is obvious, which decreases from south to north. In the comparative analysis of three different levels of administrative divisions, the relative efficiency values of prefecture-level cities and counties are higher than those of county-level cities. (2) the high efficiency concentration area is concentrated in the south of Jiangsu province, and it is close to the lower reaches of the Yangtze River, while the low efficiency area is mainly distributed in the north of Jiangsu province, but not including the Xuzhou city and the city and county under its jurisdiction; (3) the industrial structure, the level of economic development, the relationship between man and land, and the degree of government intervention have positive effects on the economic efficiency of construction land. The effect coefficient of attracting foreign investment level changed from negative to positive. The conclusions are as follows: (1) the combination of data envelopment analysis and Malmquist index can measure the economic efficiency of urban construction land from the static and dynamic point of view. Exploratory spatial data analysis and spatial measurement model can effectively study the spatial characteristics of efficiency. The comprehensive application of various methods can make a reasonable analysis of the space-time evolution law of economic efficiency of construction land. (2) the cities in southern Jiangsu and central Jiangsu are mostly in the Yangtze River Delta economic circle, and their economic opening degree and development level are in the leading position in Jiangsu Province, and the improvement of scale efficiency has reached the stage limit point. The main reason that affects economic growth has become pure technology efficiency and technical progress efficiency promotion. Because the location advantage is not obvious and the economic development lags behind, the expansion of the input scale of the city elements can still promote the efficiency, especially in the county and county level. (3) to maintain the trend of economic growth, to promote the process of industrial transformation and upgrading, to promote the coordinated development of population urbanization and land urbanization, and to enhance the degree of government intervention. Establishing and perfecting the policy system of intensive land saving can still provide a good urban environment for the utilization of construction land and indirectly promote the economic efficiency of urban construction land use.
