【摘要】：在以科學(xué)發(fā)展、以人為本、構(gòu)建和諧社會為發(fā)展理念的現(xiàn)今社會,政府被人民賦予了更多的期望,其維護社會安全的責(zé)任也顯得越發(fā)重要,處理突發(fā)事件、進行應(yīng)急管理和救助的能力已經(jīng)成為政府執(zhí)政能力的一個重要體現(xiàn)重點。雖然政府愈加重視應(yīng)急產(chǎn)業(yè),但應(yīng)急產(chǎn)業(yè)在我國的發(fā)展尚屬于探索階段,仍存在產(chǎn)業(yè)結(jié)構(gòu)發(fā)展不合理、科技水平低、應(yīng)急設(shè)備生產(chǎn)不足等問題。因此,本文從應(yīng)急產(chǎn)業(yè)投融資模式的選擇著手,提出了民營資本以PPP模式參與應(yīng)急產(chǎn)業(yè)發(fā)展這一旨在改善應(yīng)急產(chǎn)業(yè)發(fā)展狀況,優(yōu)化社會資源分配,促進社會經(jīng)濟發(fā)展的新路徑。PPP模式在現(xiàn)實應(yīng)用中有很多具體的運作方式,且衍生出了很多新形式。是以,公共部門將PPP模式應(yīng)用于應(yīng)急產(chǎn)業(yè)項目時,如何判斷某個特定的應(yīng)急產(chǎn)業(yè)項目采用哪種具體運作方式、應(yīng)采用何種手段來平衡項目的風(fēng)險收益、如何讓具有不同利益訴求的民營企業(yè)與政府合作并達到雙方以及社會福利的效用最大化、是PPP模式在應(yīng)急產(chǎn)業(yè)中應(yīng)用可否達到目的的關(guān)鍵問題。本文通過對民營資本PPP、應(yīng)急產(chǎn)業(yè)等相關(guān)理論及實踐進行梳理,研究了民營資本、PPP、應(yīng)急產(chǎn)業(yè)的概念分類與特征并總結(jié)了研究現(xiàn)狀,分析民營資本以PPP模式參與應(yīng)急產(chǎn)業(yè)發(fā)展的內(nèi)、外部條件,適用性及對策措施,政府與民營部門的決策機制等�；诜治鼋Y(jié)果,建立了外包類模式、特許經(jīng)營類模式、私有化模式下的完全信息博弈模型,并從政府與民營企業(yè)的行為選擇入手對博弈模型進行求解。結(jié)果顯示:在純策略角度下該博弈模型無納什均衡,于是從混合策略的角度對博弈模型進行分析并求出了三種PPP模式下的混合策略納什均衡。接著從政府、民營企業(yè)、社會公眾的角度對求解結(jié)果進行了的分析和算例研究,探討了影響PPP項目模式選擇及博弈結(jié)果的主要因素。
[Abstract]:In the present society with scientific development, people-oriented and harmonious society as the development concept, the government has been given more expectations by the people, and its responsibility to maintain social security has become more and more important. The ability of emergency management and rescue has become an important embodiment of the ability of the government. Although the government pays more and more attention to emergency industry, the development of emergency industry in our country is still in the exploratory stage. There are still some problems such as unreasonable development of industrial structure, low level of science and technology, insufficient production of emergency equipment and so on. Therefore, starting from the choice of investment and financing mode of emergency industry, this paper proposes that private capital participate in the development of emergency industry by PPP mode, which aims to improve the development of emergency industry and optimize the distribution of social resources. PPP mode has a lot of concrete operation mode in the practical application, and has derived many new forms. Therefore, when the public sector applies the PPP model to emergency industrial projects, how to determine which specific operation mode a particular emergency industrial project should adopt, and what means should be used to balance the risk and return of the project, How to make the private enterprises with different interests cooperate with the government and maximize the utility of both sides and social welfare is the key question whether the PPP model can achieve its purpose in the emergency industry. By combing the theory and practice of private capital PPP, emergency industry, this paper studies the concept classification and characteristics of private capital and PPP, emergency industry, and summarizes the current research situation. This paper analyzes the internal and external conditions, applicability and countermeasures of private capital participating in the development of emergency industry with PPP model, and the decision-making mechanism of government and private sector. Based on the analysis results, the complete information game model of outsourcing model, franchise model and privatization mode is established, and the game model is solved from the behavior choice of government and private enterprise. The results show that there is no Nash equilibrium in the game model from the perspective of pure strategy, so the game model is analyzed from the perspective of mixed strategy and the Nash equilibrium of mixed strategy under three PPP modes is obtained. Then from the point of view of government, private enterprises and the public, the paper analyzes the results of the solution and discusses the main factors that affect the selection of the PPP project model and the result of the game.
