【摘要】：傳統(tǒng)的城鎮(zhèn)化歷程讓世界見證了中國經(jīng)濟(jì)和社會(huì)的發(fā)展速度,同時(shí)也暴露了一系列的社會(huì)問題。目前,我國正處于城鎮(zhèn)化發(fā)展的轉(zhuǎn)型與變革的關(guān)鍵時(shí)期,為了提高城鎮(zhèn)化的發(fā)展質(zhì)量,國家提出了新型城鎮(zhèn)化的發(fā)展戰(zhàn)略,出臺(tái)了一系列的發(fā)展政策,用以引導(dǎo)新常態(tài)下我國的城鎮(zhèn)化發(fā)展方向。如何合理彌補(bǔ)傳統(tǒng)城鎮(zhèn)化發(fā)展道路所遺留的不足,是實(shí)現(xiàn)新型城鎮(zhèn)化的重要路徑。長(zhǎng)久以來,城鎮(zhèn)化率一直是權(quán)衡城鎮(zhèn)化水平的重要標(biāo)準(zhǔn),但是城鎮(zhèn)化的評(píng)價(jià)是一項(xiàng)十分繁雜且綜合性較強(qiáng)的工作,以人口為主要因子的評(píng)價(jià)手段很難精準(zhǔn)的評(píng)判城鎮(zhèn)化的發(fā)展質(zhì)量,其評(píng)價(jià)結(jié)果的準(zhǔn)確性很難與現(xiàn)狀相符�；谛聲r(shí)期的發(fā)展政策和單一的評(píng)估方法,本研究首先對(duì)國內(nèi)外關(guān)于第三方績(jī)效評(píng)估的工作方式和經(jīng)驗(yàn)進(jìn)行總結(jié),同時(shí)就城鎮(zhèn)化測(cè)評(píng)體系的研究動(dòng)態(tài)進(jìn)行了梳理,提出了第三方評(píng)估模式和網(wǎng)絡(luò)化評(píng)估平臺(tái)的構(gòu)建思路;接著闡述了新型城鎮(zhèn)化的提出背景,同時(shí)對(duì)其內(nèi)涵進(jìn)行了深刻的解讀,提出了指標(biāo)選取的四個(gè)原則,從人口轉(zhuǎn)移、經(jīng)濟(jì)發(fā)展、公共服務(wù)、城市建設(shè)、城鄉(xiāng)管理、城鄉(xiāng)發(fā)展等6個(gè)方面選取了45個(gè)指標(biāo)因子,構(gòu)建新型城鎮(zhèn)化評(píng)估的層次結(jié)構(gòu)模型,確定指標(biāo)權(quán)重,擬定評(píng)價(jià)標(biāo)準(zhǔn),完成指標(biāo)評(píng)價(jià)體系的構(gòu)建;最后以江西省為實(shí)證研究對(duì)象,分析了江西省的城鎮(zhèn)化發(fā)展歷程和存在的問題,評(píng)估數(shù)據(jù)以2015年的統(tǒng)計(jì)數(shù)據(jù)作為基礎(chǔ),結(jié)合指標(biāo)評(píng)價(jià)體系,對(duì)2015年江西省的新型城鎮(zhèn)化發(fā)展質(zhì)量進(jìn)行評(píng)估,就最終的評(píng)估結(jié)果總結(jié)江西省各市縣發(fā)展存在的問題,針對(duì)現(xiàn)狀問題提出發(fā)展對(duì)策和建議。本論文結(jié)合新型城鎮(zhèn)化的主要任務(wù)和相關(guān)政策提取相關(guān)的指標(biāo)因子,構(gòu)建一套科學(xué)合理的指標(biāo)體系,同時(shí)引入第三方評(píng)估機(jī)制,搭建智能化評(píng)估平臺(tái),實(shí)現(xiàn)新型城鎮(zhèn)化評(píng)估工作的高效、公開、權(quán)威的實(shí)踐效果,以期為我國新型城鎮(zhèn)化評(píng)估工作的展開提供借鑒。
[Abstract]:The traditional process of urbanization makes the world witness the speed of China's economic and social development, but also exposes a series of social problems. At present, our country is in the crucial period of the transformation and transformation of urbanization development. In order to improve the development quality of urbanization, the state has put forward a new type of urbanization development strategy and issued a series of development policies. To guide the development of urbanization in China under the new normal. How to make up the deficiency left behind by traditional urbanization is an important way to realize new urbanization. For a long time, urbanization rate has been an important criterion for weighing the level of urbanization, but the evaluation of urbanization is a very complicated and comprehensive work. It is difficult to accurately judge the development quality of urbanization by using population as the main factor of evaluation, and the accuracy of evaluation results is difficult to accord with the present situation. Based on the development policy of the new era and the single evaluation method, this study firstly summarizes the working methods and experiences of the third-party performance evaluation at home and abroad, and at the same time combs the research trends of the urbanization evaluation system. Third party evaluation mode and network evaluation platform are put forward. Then, the paper expounds the background of the new urbanization, and at the same time makes a profound interpretation of its connotation, and puts forward four principles for selecting indicators, from population transfer, economic development, public service, urban construction, urban and rural management. In the six aspects of urban and rural development, 45 index factors were selected to construct the hierarchical structure model of new urbanization evaluation, to determine the index weight, to draw up the evaluation criteria, and to complete the construction of the index evaluation system. Finally, taking Jiangxi Province as the empirical research object, this paper analyzes the development course and existing problems of urbanization in Jiangxi Province. The evaluation data are based on the statistical data of 2015 and combined with the index evaluation system. This paper evaluates the development quality of the new urbanization in Jiangxi Province in 2015, summarizes the problems existing in the development of cities and counties in Jiangxi Province, and puts forward some countermeasures and suggestions for the development of the present situation. This paper combines the main task of new urbanization and relevant policy to extract the relevant index factors, constructs a set of scientific and reasonable index system, at the same time introduces the third-party evaluation mechanism, builds the intelligent evaluation platform. To realize the effective, open and authoritative practical effect of the new urbanization evaluation, in order to provide reference for the new urbanization evaluation in our country.
