【摘要】：正隨著我國人口老齡化程度的加深,未富先老、家庭小型化趨勢加快,高齡、失能半失能、空巢老人對機(jī)構(gòu)養(yǎng)老的需求有增無減,養(yǎng)老機(jī)構(gòu)床位緊張的狀況長期得不到緩解,給民生保障和財(cái)政支出均帶來較大壓力。PPP模式引入養(yǎng)老機(jī)構(gòu)建設(shè)能在彌補(bǔ)政府財(cái)力不足的同時(shí),充分發(fā)揮市場的調(diào)節(jié)和激勵作用,
[Abstract]:With the deepening of the aging of the population in our country, the old age before becoming rich, the trend of miniaturization of the family, the old age, the disability and the semi-incapacity, the demand of the empty nest elderly for the institutional old-age care has been increasing unabated, and the nervous situation of the beds in the old-age care institutions has not been alleviated for a long time. The introduction of the PPP model into pension institutions can make up for the lack of financial resources of the government, and at the same time, it can give full play to the role of market regulation and incentive.
