【摘要】：隨著我國城市化進程的加快,公共基礎設施的使用需求也逐年擴大,PPP模式由于能夠減輕財政壓力、提高公共產(chǎn)品和服務的供給效率、實現(xiàn)公私雙方風險共擔等優(yōu)勢在中國建設工程項目領(lǐng)域日趨受到青睞。由于PPP項目公私雙方的充分合作是項目成功的保證,而信任是合作的基礎,選擇合作方首先考察其信任程度,因此開展PPP項目政府選擇合作方的信任評價模型及應用研究為政府選擇私有資本合作方提供了決策依據(jù),在工程管理領(lǐng)域具有創(chuàng)新意義。首先,論文詳細分析了 PPP項目政府選擇合作方的信任評價研究現(xiàn)狀,發(fā)現(xiàn)目前大多數(shù)信任研究都沒有結(jié)合建筑行業(yè)特點、對政府和合作方信任關(guān)系研究不夠以及信任評價指標量化有待進一步完善等問題。其次,闡述了 PPP項目信任評價的相關(guān)理論基礎和建立PPP項目信任評價指標的六大基本原則;通過對信任關(guān)系影響因素的分析,構(gòu)建了以資信能力、財務能力、技術(shù)能力、管理能力、可持續(xù)發(fā)展能力以及合作能力等6大類24個細分的信任評價指標,并對各指標進行了定性分析和構(gòu)建了指標量化評分表。然后,采用AHP法計算指標的主觀權(quán)值和熵權(quán)賦值法計算指標的客觀權(quán)值,將兩種賦值法獲得的權(quán)值進行組合,根據(jù)最小相對熵原理,通過拉格朗日乘子方法求解獲得信任評價指標的組合權(quán)值;應用模糊物元分析,建立了基于AHP-熵法的信任模糊物元評價模型。最后,對津市市生活垃圾處理PPP項目進行了工程應用研究,根據(jù)模型計算得到社會資本M為最優(yōu)候選人的結(jié)論,與實際工程評審結(jié)果一致,證明了基于AHP-熵法的信任模糊物元評價模型的正確性。
[Abstract]:With the acceleration of urbanization in China, the demand for the use of public infrastructure is expanding year by year. The PPP model can reduce the financial pressure and improve the efficiency of the supply of public goods and services. The realization of public-private risk sharing and other advantages in the field of construction projects in China is increasingly favored. Because the full cooperation between public and private parties of PPP project is the guarantee of project success, and trust is the foundation of cooperation, the partner is chosen to investigate the degree of trust first. Therefore, carrying out the trust evaluation model and application research of the government selection partner of PPP project provides the decision basis for the government to choose the private capital partner, and has innovative significance in the field of project management. First of all, the paper analyzes the status quo of trust evaluation of PPP project government selection partner in detail, and finds that most of the trust research has not combined with the characteristics of the construction industry. The research on trust relationship between government and partner is not enough, and the quantification of trust evaluation index needs to be further improved. Secondly, it expounds the relevant theoretical basis of PPP project trust evaluation and six basic principles of establishing PPP project trust evaluation index, through the analysis of the influencing factors of trust relationship, it constructs the credit ability, financial ability and technical ability. Management ability, sustainable development ability and cooperation ability are 24 subdivided trust evaluation indexes in 6 categories, and the qualitative analysis of each index and the construction of index quantitative scoring table are carried out. Then, the subjective weight of the index and the objective weight of the index are calculated by the AHP method and the entropy weight assignment method, and the weights obtained by the two assignment methods are combined according to the principle of minimum relative entropy. The combined weights of trust evaluation index are obtained by Lagrange multiplier method, and the fuzzy matter-element evaluation model based on AHP- entropy is established by using fuzzy matter-element analysis. Finally, the engineering application of the PPP project of municipal solid waste disposal in Tianjin is studied, and the conclusion that social capital M is the best candidate is obtained according to the model, which is consistent with the actual project evaluation results. It is proved that the trust fuzzy matter-element evaluation model based on AHP- entropy method is correct.
