PPP項(xiàng)目政府選擇合作方的信任評(píng)價(jià)模型及應(yīng)用研究
[Abstract]:With the acceleration of urbanization in China, the demand for the use of public infrastructure is expanding year by year. The PPP model can reduce the financial pressure and improve the efficiency of the supply of public goods and services. The realization of public-private risk sharing and other advantages in the field of construction projects in China is increasingly favored. Because the full cooperation between public and private parties of PPP project is the guarantee of project success, and trust is the foundation of cooperation, the partner is chosen to investigate the degree of trust first. Therefore, carrying out the trust evaluation model and application research of the government selection partner of PPP project provides the decision basis for the government to choose the private capital partner, and has innovative significance in the field of project management. First of all, the paper analyzes the status quo of trust evaluation of PPP project government selection partner in detail, and finds that most of the trust research has not combined with the characteristics of the construction industry. The research on trust relationship between government and partner is not enough, and the quantification of trust evaluation index needs to be further improved. Secondly, it expounds the relevant theoretical basis of PPP project trust evaluation and six basic principles of establishing PPP project trust evaluation index, through the analysis of the influencing factors of trust relationship, it constructs the credit ability, financial ability and technical ability. Management ability, sustainable development ability and cooperation ability are 24 subdivided trust evaluation indexes in 6 categories, and the qualitative analysis of each index and the construction of index quantitative scoring table are carried out. Then, the subjective weight of the index and the objective weight of the index are calculated by the AHP method and the entropy weight assignment method, and the weights obtained by the two assignment methods are combined according to the principle of minimum relative entropy. The combined weights of trust evaluation index are obtained by Lagrange multiplier method, and the fuzzy matter-element evaluation model based on AHP- entropy is established by using fuzzy matter-element analysis. Finally, the engineering application of the PPP project of municipal solid waste disposal in Tianjin is studied, and the conclusion that social capital M is the best candidate is obtained according to the model, which is consistent with the actual project evaluation results. It is proved that the trust fuzzy matter-element evaluation model based on AHP- entropy method is correct.
