保障性住房分配的公平性評價

【摘要】:保障性住房是我國社會保障體系的重要組成部分,是一項解民憂、惠民生的重要舉措,關(guān)系國家民生大計。公平分配是實現(xiàn)保障性住房保障目的的重要手段,是保障性住房建設(shè)和發(fā)展的生命線,因此研究和評價保障性住房分配的公平性對保障性住房的建設(shè)和發(fā)展具有重要的意義。論文分析了當(dāng)前我國保障性住房建設(shè)現(xiàn)狀,指出廉租房和經(jīng)濟房是在當(dāng)前我國保障性住房主要形式,比較了兩種住房分配模式及政策演變過程中存在的問題。通過對保障性住房的分配現(xiàn)狀的分析,指出我國保障性住房分配過程中存在的問題。并以廉租住房的申請條件為指標(biāo),通過專家打分,建立影響保障性住房分配指標(biāo)體系,利用層次分析法確定指標(biāo)權(quán)重,通過對各個指標(biāo)的打分可以為保障性住房的定性分配提供理論基礎(chǔ)。利用洛倫茲曲線模型對保障性住房分配的公平性評價是主要研究內(nèi)容。將享受保障性住房人員按照人均收入進(jìn)行從小到大排序,并將排序結(jié)果五等分的累計百分比作為橫坐標(biāo),相對的享受保障性住房使用面積作為縱坐標(biāo)建立洛倫茲曲線模型。由于天津市保障性住房一直走在全國先列,因此,以天津市廉租住房及經(jīng)濟租賃住房進(jìn)行實證分析,并計算出相應(yīng)基尼系數(shù),得到天津市廉租住房基尼系數(shù)為0.088,經(jīng)濟租賃住房為0.29。由于目前對保障性住房分配的基尼系數(shù)尚未明確界定,因此,參考經(jīng)濟學(xué)指標(biāo)認(rèn)為基尼系數(shù)小于0.3為最佳平均狀態(tài)。因此,天津市保障性住房分配處于相對公平狀態(tài)。由于天津市經(jīng)濟租賃住房基尼系數(shù)大于廉租住房基尼系數(shù),因此,認(rèn)為天津市經(jīng)濟租賃住房分配相對廉租住房較為不公平,從保障對象不同、資金投入力度不同、監(jiān)管主體不同三方面分析天津市經(jīng)濟租賃住房較為不公平的原因。最后,根據(jù)保障性住房分配的影響因素及保障性住房分配評價模型,對我國保障性住房分配政策及法規(guī)提出對策建議,為保障性住房分配的順利發(fā)展提供理論支持。
[Abstract]:The indemnificatory housing is an important part of the social security system of our country. It is an important measure to solve the people's worries and benefit the people's life, which is related to the national livelihood. Fair distribution is an important means to realize the goal of indemnificatory housing security and the lifeline of construction and development of supportable housing. Therefore, it is of great significance to study and evaluate the fairness of the allocation of affordable housing for the construction and development of supportable housing. This paper analyzes the current situation of the construction of affordable housing in China, points out that low-rent housing and economic housing are the main forms of affordable housing in China, and compares the problems existing in the evolution of the two housing allocation modes and policies. Based on the analysis of the distribution of affordable housing, this paper points out the problems in the process of the distribution of affordable housing in China. With the application condition of low-rent housing as the index, the index system of influencing the allocation of affordable housing is established through experts' scoring, and the index weight is determined by AHP. It can provide the theoretical basis for the qualitative distribution of the indemnificatory housing through the scoring of each index. Using Lorentz curve model to evaluate the fairness of affordable housing allocation is the main research content. According to the per capita income, the personnel of affordable housing will be ranked from small to large, and the accumulated percentage of the fifth equal of the ranking result will be taken as the coordinate of the horizontal coordinate, and the Lorentz curve model will be established by using the area of the relative enjoyment indemnificatory housing as the ordinate. As the affordable housing in Tianjin has always been listed in the first place in the country, the empirical analysis is carried out with the low-rent housing and the economic rental housing in Tianjin, and the corresponding Gini coefficient is calculated. The Gini coefficient of low rent housing in Tianjin is 0. 088, and that of economic rental housing is 0. 29. Since the Gini coefficient of the distribution of affordable housing is not clearly defined at present, it is considered that the Gini coefficient less than 0.3 is the best average state in the economic index. Therefore, the distribution of affordable housing in Tianjin is in a relatively fair state. Because the Gini coefficient of economic rental housing in Tianjin is larger than that of low-rent housing, it is considered that the distribution of economic rental housing in Tianjin is relatively unfair. This paper analyzes the reasons why Tianjin's economic rental housing is unfair from three aspects. Finally, according to the influencing factors of the distribution of affordable housing and the evaluation model of the allocation of indemnificatory housing, this paper puts forward some countermeasures and suggestions for the policy and regulations of the allocation of affordable housing in China, which provides theoretical support for the smooth development of the allocation of affordable housing.
