PPP的層次劃分、基本特征及中國(guó)實(shí)踐

【摘要】：PPP模式是推動(dòng)公共服務(wù)領(lǐng)域市場(chǎng)化改革的重要工具。從2014年開(kāi)始我國(guó)掀起大力推廣應(yīng)用PPP模式的熱潮,但對(duì)PPP的目標(biāo)及功能定位缺乏系統(tǒng)研究,并引起政策制定及實(shí)際應(yīng)用層面的混亂。近年來(lái)我國(guó)推廣應(yīng)用PPP模式的主要目標(biāo),包括實(shí)現(xiàn)新型城鎮(zhèn)化發(fā)展戰(zhàn)略、推動(dòng)國(guó)家治理體系及治理能力現(xiàn)代化、推動(dòng)全面深化投融資體制改革、推動(dòng)財(cái)政體制改革創(chuàng)新等。目標(biāo)的多元性,造成PPP模式在制度層面頂層設(shè)計(jì)的復(fù)雜性。在不同的目標(biāo)定位下,政府部門推廣應(yīng)用PPP模式所遵循的理念及其對(duì)應(yīng)的制度體系設(shè)計(jì)會(huì)表現(xiàn)出明顯的不同特點(diǎn)。因而,應(yīng)基于國(guó)內(nèi)外理論與實(shí)踐,從PPP作為政府實(shí)現(xiàn)特定目標(biāo)工具的視角,對(duì)PPP模式進(jìn)行總體的層次劃分,分析不同類型PPP模式的具體理念、相互關(guān)系及項(xiàng)目操作層面的具體差異,并結(jié)合實(shí)踐提出我國(guó)推廣應(yīng)用PPP模式的功能定位和相關(guān)建議。
[Abstract]:PPP model is an important tool to promote the reform of public service market. Since 2014, China has greatly promoted the application of PPP model. However, there is no systematic research on the goal and function of PPP, which leads to confusion in policy formulation and practical application. In recent years, the main goals of popularizing and applying the PPP model in China include realizing the new urbanization development strategy, promoting the modernization of the national governance system and governance ability, comprehensively deepening the reform of the investment and financing system, and promoting the reform and innovation of the financial system, etc. The diversity of objectives leads to the complexity of the design of PPP pattern at the top of the system level. Under the different target orientation, the concept and the corresponding system design of the government promotion and application of PPP model will show different characteristics. Therefore, based on the theory and practice at home and abroad, from the perspective of PPP as a tool for the government to achieve a specific goal, we should divide the overall levels of the PPP model, and analyze the specific concepts of different types of PPP models. This paper presents the functional orientation and relevant suggestions for popularizing and applying the PPP model in China.
