HF供水集團(tuán)管網(wǎng)風(fēng)險控制研究
[Abstract]:Under the dual influence of natural environment change and artificial industrial behavior, water quality pollution, water shortage and pipe network leakage occur frequently, and the uncertainty factors of urban water supply safety increase. It brings many challenges to the construction and maintenance of water supply network. In order to improve the quality of water supply, reduce and prevent the risk of water supply network and ensure people's normal life and production, it is urgent to establish effective water quality monitoring, warning and emergency measures. In this paper, the risk control of water supply network in HF Water Group is studied from the point of view of enterprise operation and management. Firstly, the basic status and main problems of risk management in urban water supply network are analyzed, and the necessity of implementing risk management of water supply network is demonstrated. Then, the basic status and practical experience of the internal control mechanism of the present enterprise are summarized and expounded, and the important role of the internal control construction in the production process of the water supply enterprise is discussed. In this paper, the current situation and problems of pipe network management in HF water supply group are analyzed. Combined with the theory of risk management and internal control, the water quality security system is constructed, which can realize water quality monitoring, warning and emergency disposal. The main conclusions and innovations of this paper are as follows: (1) the paper discusses the current situation and management problems of pipe network risk control in HF water supply group, and discusses the main methods and basic flow chart of risk identification adopted by HF water supply group at present. From this analysis, it is concluded that the process of water purification, pipeline distribution and secondary water supply, and the sudden change of source water quality are the important reasons leading to the pipeline network risk. Based on the view of pipe network risk identification, internal control measures formulation and information supervision, the effective design of risk management framework is carried out. (2) the actual application of risk management and internal control in HF water supply group is discussed. It realizes the early warning control of pipe network risk, improves the safety guarantee level of water supply enterprises, and reduces the incidence of pipe network safety incidents. Its good practical effect verifies the effectiveness of implementing pipe network risk management and internal control.
