【摘要】：采用超效率DEA法測度我國30個(gè)省區(qū)在2006-2015年期間的產(chǎn)學(xué)研協(xié)同創(chuàng)新效率,分析其時(shí)空演變特征,同時(shí)基于空間杜賓模型驗(yàn)證相關(guān)因素對產(chǎn)學(xué)研協(xié)同創(chuàng)新效率的直接效應(yīng)和空間溢出效應(yīng),結(jié)果表明,全國的創(chuàng)新效率總體上趨于改善但并不理想,且東、中、西部地區(qū)存在明顯的區(qū)域差異;全國及東部地區(qū)創(chuàng)新效率存在空間擴(kuò)散效應(yīng),而中西部地區(qū)卻存在空間集聚效應(yīng)。借助空間杜賓模型并結(jié)合偏微分方程的研究表明,大學(xué)和科研院所參與合作及轉(zhuǎn)移知識(shí)的能力、企業(yè)吸收及應(yīng)用知識(shí)的能力、政府及金融機(jī)構(gòu)的支持、產(chǎn)學(xué)研合作關(guān)系在全國層面及東中西部地區(qū)對樣本省區(qū)的創(chuàng)新效率均存在顯著正向直接影響,然而合作關(guān)系在各個(gè)空間層面的間接效應(yīng)都不顯著。地理區(qū)位條件、地區(qū)人力資本水平及地區(qū)經(jīng)濟(jì)的發(fā)展程度在西部地區(qū)存在明顯的負(fù)向空間溢出效應(yīng)。因此,各省區(qū)不僅要協(xié)調(diào)好本地區(qū)內(nèi)的協(xié)同創(chuàng)新要素資源,還應(yīng)從區(qū)域整體視角出發(fā)構(gòu)建起省際協(xié)同創(chuàng)新體系。
[Abstract]:The superefficiency DEA method is used to measure the innovation efficiency of 30 provinces and regions in China from 2006 to 2015, and the characteristics of spatio-temporal evolution are analyzed. At the same time, based on the spatial Doberbin model to verify the direct effect and spatial spillover effect of related factors on the innovation efficiency, the results show that the overall innovation efficiency of the whole country tends to improve, but not ideal, and east, middle, middle. There are obvious regional differences in the western region, the spatial diffusion effect exists in the innovation efficiency of the whole country and the eastern region, but the spatial agglomeration effect exists in the central and western regions. With the help of the spatial Doberbin model and the partial differential equation, it is shown that universities and research institutes have the ability to participate in the cooperation and transfer of knowledge, the ability of enterprises to absorb and apply knowledge, and the support of government and financial institutions. There is a significant positive direct effect on the innovation efficiency of the sample provinces at the national level and in the eastern central and western regions. However the indirect effect of the cooperative relationship at each spatial level is not significant. The geographical location, the level of regional human capital and the development degree of regional economy have obvious negative spatial spillover effects in the western region. Therefore, the provinces and regions should not only coordinate the resources of collaborative innovation elements in their respective regions, but also construct the inter-provincial cooperative innovation system from the perspective of the region as a whole.
