政府投資工程項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)研究

【摘要】:自改革開(kāi)放以來(lái),中國(guó)經(jīng)濟(jì)得到了長(zhǎng)足的發(fā)展,每年以7%以上的增速發(fā)展了幾十年,GDP總量已經(jīng)躍居世界第二,僅次于美國(guó),被譽(yù)為“中國(guó)速度”。政府投資工程項(xiàng)目作為拉動(dòng)國(guó)內(nèi)經(jīng)濟(jì)的“三駕馬車”之一,在GDP的增長(zhǎng)過(guò)程中扮演著重要的角色,并且隨著中國(guó)城鎮(zhèn)化進(jìn)程的不斷推進(jìn)以及高鐵等大型基建項(xiàng)目的不斷建設(shè),政府投資工程項(xiàng)目將在我國(guó)GDP增速的組成中發(fā)揮越來(lái)越重要的作用,并將成為穩(wěn)定而持續(xù)的輸出。與此同時(shí),由于各方面的原因,政府投資工程項(xiàng)目在實(shí)施過(guò)程中存在著大量的風(fēng)險(xiǎn),包括項(xiàng)目自身的風(fēng)險(xiǎn)和貪污腐敗等人為風(fēng)險(xiǎn),對(duì)國(guó)家和人民造成了重大的損失。因此,為了完善我國(guó)政府投資項(xiàng)目的風(fēng)險(xiǎn)管理體系,建立政府投資項(xiàng)目的評(píng)價(jià)指標(biāo)體系是十分有必要的。本文首先對(duì)國(guó)內(nèi)外關(guān)于政府投資工程項(xiàng)目方面的研究進(jìn)行了綜述。然后,本文根據(jù)文獻(xiàn),結(jié)合實(shí)際情況對(duì)政府投資工程項(xiàng)目的風(fēng)險(xiǎn)評(píng)價(jià)建立指標(biāo)體系,指標(biāo)體系包括決策風(fēng)險(xiǎn)、管理風(fēng)險(xiǎn)、政治政策風(fēng)險(xiǎn)、經(jīng)濟(jì)風(fēng)險(xiǎn)、自然環(huán)境風(fēng)險(xiǎn)和項(xiàng)目技術(shù)風(fēng)險(xiǎn),采用AHP—TOPSIS法對(duì)工程項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行評(píng)價(jià),并進(jìn)行實(shí)例分析。最后對(duì)改善我國(guó)政府投資工程項(xiàng)目的風(fēng)險(xiǎn)管理體系提出相關(guān)建議并對(duì)未來(lái)的研究進(jìn)行了展望。
[Abstract]:Since the reform and opening up, China's economy has been greatly developed, with an annual growth rate of more than 7%, the GDP has leapt to the second place in the world, second only to the United States, known as "China's speed". As one of the "troika" to stimulate the domestic economy, government-invested engineering projects play an important role in the process of GDP growth, and with the continuous advancement of China's urbanization process and the continuous construction of large-scale infrastructure projects such as high-speed rail, Government investment projects will play a more and more important role in the composition of China's GDP growth rate and will become a stable and sustained output. At the same time, due to various reasons, there are a large number of risks in the process of implementation of government-invested engineering projects, including the risks of the project itself, corruption and other man-made risks, which have caused great losses to the country and the people. Therefore, in order to perfect the risk management system of government investment projects, it is necessary to establish the evaluation index system of government investment projects. Firstly, this paper summarizes the research on government investment projects at home and abroad. Then, according to the literature, combined with the actual situation, this paper establishes an index system for the risk evaluation of government investment projects. The index system includes decision-making risk, management risk, political policy risk, economic risk. Natural environment risk and project technical risk are evaluated by AHP-TOPSIS method, and an example is analyzed. Finally, some suggestions are put forward to improve the risk management system of government investment projects in China, and the future research is prospected.
