【摘要】：中國(guó)農(nóng)業(yè)整體上進(jìn)入傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)加快轉(zhuǎn)型和實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化的關(guān)鍵時(shí)期,而這個(gè)時(shí)期的到來(lái)與城鎮(zhèn)化發(fā)展密切相關(guān)。與此同時(shí),中國(guó)城鎮(zhèn)化發(fā)展也由傳統(tǒng)的"物的城鎮(zhèn)化"向新型的"人的城鎮(zhèn)化"轉(zhuǎn)變,它不僅要求進(jìn)城打工農(nóng)民從土地束縛中徹底解脫出來(lái),轉(zhuǎn)身為名副其實(shí)的城鎮(zhèn)居民,而且要求進(jìn)一步減少農(nóng)民,不斷轉(zhuǎn)移農(nóng)民。人的城鎮(zhèn)化發(fā)展倒逼農(nóng)業(yè)轉(zhuǎn)型,唯有農(nóng)業(yè)實(shí)現(xiàn)轉(zhuǎn)型,并切實(shí)解決城鎮(zhèn)化發(fā)展帶來(lái)的農(nóng)業(yè)勞動(dòng)力減少、家庭承包經(jīng)營(yíng)式微,以及承包地流轉(zhuǎn)和規(guī)模化經(jīng)營(yíng)中的問(wèn)題,才能消除誰(shuí)來(lái)種田的擔(dān)憂,確保國(guó)家糧食安全。
[Abstract]:China's agriculture as a whole has entered the crucial period of accelerating the transformation from traditional agriculture to modern agriculture and realizing agricultural modernization, and the arrival of this period is closely related to the development of urbanization. At the same time, the development of urbanization in China has also changed from the traditional "material urbanization" to a new type of "human urbanization". It not only requires peasants working in cities to extricate themselves from the bondage of the land, but also turn around to be urban residents worthy of the name. And demand further reduce farmer, ceaseless shift farmer. The development of human urbanization compels the transformation of agriculture. Only agriculture can realize the transformation and solve the problems caused by the development of urbanization, such as the reduction of agricultural labor force, the decline of household contract management, and the circulation and large-scale operation of contracted land. In order to eliminate the concern who will farm, to ensure national food security.
