【摘要】：在當(dāng)前PPP快速推進(jìn)的建設(shè)浪潮中,一些地方政府往往將PPP的功能定位于社會(huì)資本的引入,以解決建設(shè)資金的短缺,并未將PPP的普及推廣提升理解為國(guó)家治理機(jī)制的重大革命。為避免"融資工具"的簡(jiǎn)單定位所造成的PPP操作走形與功能異化,確保PPP模式的良性發(fā)展與功能發(fā)揮,PPP參與各方需要從微觀項(xiàng)目治理與宏觀社會(huì)治理的雙重維度深刻認(rèn)識(shí)PPP的治理價(jià)值,并從構(gòu)建法制體系、轉(zhuǎn)換政府職能、堅(jiān)守契約精神、培育合作文化、實(shí)現(xiàn)信息公開(kāi)五條路徑出發(fā),促進(jìn)PPP治理價(jià)值的充分實(shí)現(xiàn)。
[Abstract]:In the current construction tide of PPP, some local governments often fix the function of PPP on the introduction of social capital to solve the shortage of construction funds, and do not understand the popularization and promotion of PPP as a major revolution of national governance mechanism. In order to avoid the aberration and dissimilation of PPP operation caused by the simple positioning of "financing tool", To ensure the benign development and function of the PPP model, all the participants need to deeply understand the governance value of PPP from the dual dimensions of microcosmic project governance and macro-social governance, and to construct the legal system, transform the government functions, and adhere to the spirit of contract. Cultivate cooperative culture, realize five paths of information publicity, promote the full realization of PPP governance value.
