【摘要】：在我國的傳統(tǒng)行政管理中,公共項(xiàng)目通常由政府提供,這使得政府部門的財(cái)政負(fù)擔(dān)和融資風(fēng)險(xiǎn)增大,而且難以獲得良好的建設(shè)、運(yùn)行效率。為克服以上弊端,我國引入了PPP(Public-Private-Partnership)模式。然而在PPP體系下,我國對(duì)BOT項(xiàng)目的績(jī)效評(píng)估研究缺乏系統(tǒng)性,主要局限在項(xiàng)目立項(xiàng)、招投標(biāo)和建設(shè)階段,對(duì)于項(xiàng)目后期的運(yùn)營(yíng)和移交的研究比較少。本文從時(shí)間線切入,將項(xiàng)目整個(gè)過程分成五個(gè)階段,在參考已有的研究結(jié)果上,結(jié)合每個(gè)階段自身特點(diǎn)進(jìn)行全面系統(tǒng)的識(shí)別指標(biāo),通過指標(biāo)篩選并形成指標(biāo)體系。本文首先闡述研究背景、研究意義以及在PPP體系下BOT項(xiàng)目的內(nèi)涵;然后以成功的關(guān)鍵要素分析為基礎(chǔ),通過建立在PPP體系下BOT項(xiàng)目的績(jī)效評(píng)價(jià)指標(biāo)體系得出各方的戰(zhàn)略目標(biāo)。其次,選取和確定評(píng)價(jià)要素并最終識(shí)別關(guān)鍵指標(biāo),根據(jù)指標(biāo)是否可量化的特性區(qū)別定量指標(biāo)和定性指標(biāo),再運(yùn)用模糊綜合評(píng)價(jià)法對(duì)影響因素進(jìn)一步量化,從而給出項(xiàng)目公司的整體績(jī)效綜合評(píng)價(jià),并通過案例證明該方法的有效性和可行性。BOT項(xiàng)目績(jī)效評(píng)價(jià)與BOT項(xiàng)目后評(píng)價(jià)具有明顯差異,與BOT項(xiàng)目社會(huì)評(píng)價(jià)更是存在根本性差距。本文利用關(guān)鍵成功因素思想,在PPP項(xiàng)目關(guān)鍵成功要素和項(xiàng)目核心過程分析的基礎(chǔ)上,構(gòu)建出了具有27個(gè)一級(jí)評(píng)價(jià)指標(biāo)和52個(gè)二級(jí)衡量指標(biāo)的指標(biāo)體系,該指標(biāo)體系可運(yùn)用于BOT項(xiàng)目運(yùn)行全過程的項(xiàng)目績(jī)效評(píng)價(jià);其次,對(duì)南昌市麥園餐廚處理BOT項(xiàng)目進(jìn)行了案例分析,通過對(duì)指標(biāo)的分析最終得出該項(xiàng)目績(jī)效評(píng)價(jià)為一般,在該BOT項(xiàng)目中,環(huán)境效益和社會(huì)效益表現(xiàn)一般,需要提高技術(shù)水平得到更好的結(jié)果。
[Abstract]:In the traditional administration of our country, public projects are usually provided by the government, which makes the financial burden and financing risk of the government increased, and it is difficult to obtain good construction and operational efficiency. In order to overcome the above disadvantages, PPP (Public-Private-Partnership) mode is introduced in our country. However, under the PPP system, the research on the performance evaluation of the BOT project in our country is lack of systematicness, which is mainly limited in the stage of project establishment, bidding and construction, and the research on the operation and handover of the later stage of the project is relatively few. In this paper, the whole process of the project is divided into five stages from the time line. On the basis of the existing research results and the characteristics of each stage, this paper carries out a comprehensive and systematic identification index, through which the index system is selected and formed. In this paper, the background, significance and connotation of the BOT project under the PPP system are first expounded, and then the strategic objectives of all parties are obtained through the establishment of the performance evaluation index system of the BOT project under the PPP system based on the analysis of the key elements of success. Secondly, select and determine the evaluation elements and finally identify the key indicators, according to the quantifiable characteristics of the indicators to distinguish the quantitative and qualitative indicators, and then use the fuzzy comprehensive evaluation method to further quantify the influencing factors. The results show that the effectiveness and feasibility of the method are obviously different from the post-evaluation of BOT project, and there is a fundamental gap between the method and the social evaluation of BOT project. Based on the key success factors of PPP project and the analysis of the core process of the project, this paper constructs an index system with 27 primary evaluation indicators and 52 second-level indicators. The index system can be used in the whole process of BOT project performance evaluation. Secondly, the case analysis of Nanchang City wheat garden kitchen processing BOT project, through the analysis of the indicators, it is concluded that the project performance evaluation is general. In this BOT project, the performance of environmental and social benefits is general, so it is necessary to improve the technical level to get better results.
