“雙排車”禁行政策對乘用車運(yùn)輸?shù)挠绊懛治?/H1>

【摘要】:為進(jìn)一步治理車輛非法改裝和超限超載現(xiàn)象,關(guān)于“全面禁止乘用車非法改裝運(yùn)輸車輛'雙排車'上路運(yùn)行”的相關(guān)政策陸續(xù)出臺并實(shí)施。政策實(shí)施保障了駕駛者生命和財(cái)產(chǎn)安全,公路、橋梁的壽命增加,減少了資源浪費(fèi)等。但另一方面,更多的運(yùn)力需求意味著運(yùn)輸成本的增加;運(yùn)送次數(shù)的增加也會增加二氧化碳的排放,造成環(huán)境壓力。由此來看,“雙排車”禁行政策的實(shí)施會對乘用車運(yùn)輸系統(tǒng)的各方面產(chǎn)生不同影響。在政策實(shí)施后,乘用車運(yùn)輸各個(gè)方面的具體變化是本文要研究的主要問題。本文首先對“雙排車”禁行政策的四個(gè)相關(guān)文件進(jìn)行解讀。隨后,將乘用車運(yùn)輸系統(tǒng)分為代表乘用車運(yùn)輸企業(yè)利益的經(jīng)濟(jì)子系統(tǒng)、代表城市化進(jìn)程和民眾利益的社會子系統(tǒng)以及體現(xiàn)低碳發(fā)展的環(huán)境子系統(tǒng),并詳細(xì)分析了政策實(shí)施下乘用車運(yùn)輸各子系統(tǒng)內(nèi)部因素變化的關(guān)系。在定性分析的基礎(chǔ)上,運(yùn)用系統(tǒng)動力學(xué)的方法構(gòu)建乘用車運(yùn)輸系統(tǒng)仿真模型,用一種更加直觀的定量方式來分析系統(tǒng)內(nèi)部變量的關(guān)系和變化。然后以C物流公司為實(shí)例進(jìn)行調(diào)研,根據(jù)收集的數(shù)據(jù)對乘用車運(yùn)輸系統(tǒng)進(jìn)行政策模擬和系統(tǒng)仿真。通過仿真后各變量呈現(xiàn)的數(shù)據(jù)和變化趨勢,具體分析政策的實(shí)施對運(yùn)輸車輛、系統(tǒng)中各方面成本、高速公路擁擠程度、道路維護(hù)情況以及碳排放等方面帶來的具體影響。最后針對政策實(shí)施后產(chǎn)生不利影響的方面,提出合理的建議。本文主要結(jié)論如下:政策的實(shí)施,使乘用車運(yùn)輸?shù)母鞣矫娉杀居性黾右灿袦p少,但總成本的增加導(dǎo)致政策實(shí)施后期C公司利潤的大幅下降;政策實(shí)施降低了事故的發(fā)生,并使基礎(chǔ)設(shè)施維護(hù)成本降低,但一定程度上增加了高速公路的擁堵程度;政策的實(shí)施增加了碳排放。最后,針對政策實(shí)施產(chǎn)生的影響,分別從乘用車運(yùn)輸企業(yè)運(yùn)輸成本與價(jià)格、改善運(yùn)輸?shù)缆坊A(chǔ)設(shè)施及道路擁堵情況、減少碳排放量等方面提出了相關(guān)建議,給乘用車運(yùn)輸企業(yè)提供系統(tǒng)優(yōu)化的方向,也給社會以及后續(xù)政策的調(diào)整和指定提供參考。
[Abstract]:In order to further control the phenomenon of illegal refitting and overloading of vehicles, the related policies on "banning the illegal refitting of passenger cars and transporting vehicles on the road" have been issued and implemented one after another. The implementation of the policy ensures the safety of the driver's life and property, increases the life span of roads and bridges, and reduces the waste of resources. On the other hand, more demand for capacity means higher transport costs; an increase in the number of shipments will also increase carbon dioxide emissions, creating environmental pressures. Therefore, the implementation of the "double-row" ban policy will have a different impact on all aspects of passenger vehicle transportation system. After the implementation of the policy, the specific changes in various aspects of passenger transport are the main problems to be studied in this paper. This article first of all to "double row" ban policy four related documents to carry on the interpretation. Subsequently, the passenger transport system is divided into economic subsystem representing the interests of passenger transport enterprises, social subsystem representing the process of urbanization and the interests of the public, and environmental subsystem reflecting low-carbon development. The relationship between internal factors of passenger vehicle transportation subsystem is analyzed in detail. On the basis of qualitative analysis, the simulation model of passenger vehicle transportation system is constructed by using the method of system dynamics, and the relationship and variation of system internal variables are analyzed in a more intuitive and quantitative way. Then take C logistics company as an example to carry on the policy simulation and the system simulation to the passenger vehicle transportation system according to the collected data. Based on the data and trend of the variables after simulation, this paper analyzes the impact of the policy on transport vehicles, system costs, highway congestion, road maintenance and carbon emissions, and other aspects of the specific impact of the implementation of the policy on transport vehicles, system costs, highway congestion, road maintenance, and carbon emissions, and so on. Finally, some reasonable suggestions are put forward in view of the adverse effects after the implementation of the policy. The main conclusions of this paper are as follows: the implementation of the policy increases and decreases the cost of passenger vehicle transportation, but the increase of total cost leads to the sharp decline of company C's profits in the later stage of policy implementation, and the implementation of policy reduces the occurrence of accidents. It also reduces the cost of infrastructure maintenance, but to some extent increases the congestion of the highway, and the implementation of the policy increases the carbon emissions. Finally, in view of the impact of the implementation of the policy, this paper puts forward some relevant suggestions from the aspects of transport costs and prices of passenger transport enterprises, improving transport road infrastructure and road congestion, reducing carbon emissions, and so on. It provides the direction of system optimization for passenger transport enterprises, and also provides reference for the adjustment and designation of social and subsequent policies.
