重慶水務營運風險管理研究

【摘要】：推廣政府與社會資本合作(Public Private Partnership,PPP),不僅有益于建設(shè)我國現(xiàn)代化的金融體系,還可以幫助國家提高宏觀調(diào)控能力,使得國家治理更加規(guī)范化、現(xiàn)代化。我國現(xiàn)階段正大力推廣PPP項目,在我國水利項目中,污水處理PPP項目是非常重要的一環(huán)。在使用案例分析法的基礎(chǔ)上,文章通過對重慶水務財務數(shù)據(jù)關(guān)鍵指標(盈利能力指標、營運能力指標和發(fā)展能力指標)的計算,并與污水處理行業(yè)平均數(shù)據(jù)對比,發(fā)現(xiàn)其盈利能力高于行業(yè)平均水平,而營運能力和發(fā)展能力低于行業(yè)平均水平。通過對財務指標進行分析,文章初步認為污水處理價格下降、污水處理成本上升和政府拖欠會給重慶水務的正常營運帶來較大的影響。在隨后的深入分析中,文章認為重慶水務的營運風險主要包括收益風險、法律變更風險、長期經(jīng)營風險和政府信用風險。針對重慶水務存在的營運風險,文章給出了風險控制建議。控制收益風險和長期經(jīng)營風險的建議主要包括建立合理的調(diào)價機制、降低人工成本和用電成本、延長特許經(jīng)營期以及拓寬盈利渠道;應對法律變更風險的建議包括組件戰(zhàn)略委員會、設(shè)立專用資金賬戶以及通過法律文件明確雙方權(quán)責關(guān)系;防范政府信用風險則需要加快專項法律及管理部門的體系建設(shè)。重慶水務是全國污水處理行業(yè)的佼佼者,通過對重慶水務營運風險的管理研究,首先可以幫助重慶水務發(fā)現(xiàn)營運過程中存在的風險,找到控制風險的方法;其次,重慶水務在營運方面存在的風險在污水處理行業(yè)是十分具有代表性的,其他污水處理企業(yè)可以據(jù)此作為借鑒和參考;最后,重慶水務暴露出的營運風險可為國家今后推廣PPP項目提供參考,為制定相關(guān)的PPP項目法律、法規(guī)提供依據(jù)。
[Abstract]:Popularizing the cooperation between government and social capital (Public Private partnership is not only beneficial to the construction of modern financial system of our country, but also can help the country to improve the ability of macro-control and make the governance of the country more standardized and modernized. PPP project is being popularized in our country at the present stage. In the water conservancy project in our country, the PPP project of sewage treatment is a very important part. On the basis of using case analysis method, the paper calculates the key indexes of Chongqing water affairs financial data (profitability index, operation capacity index and development ability index), and compares them with the average data of sewage treatment industry. It is found that its profitability is higher than the industry average, while its operating ability and development ability are lower than the industry average. Based on the analysis of financial indexes, the paper preliminarily thinks that the decrease of sewage treatment price, the increase of sewage treatment cost and the default of government will bring great influence to the normal operation of water affairs in Chongqing. In the subsequent in-depth analysis, the article thinks that the operation risk of Chongqing water affairs mainly includes revenue risk, law change risk, long-term management risk and government credit risk. In view of the operation risk of Chongqing water affairs, the paper gives the suggestion of risk control. The suggestions of controlling profit risk and long-term operating risk mainly include establishing reasonable price adjustment mechanism, reducing labor cost and electricity cost, prolonging franchise period and widening profit channel. The suggestions to deal with the risk of legal change include the component strategy committee, the establishment of special fund account and the clarification of the relationship between the two sides through legal documents, while the prevention of government credit risk needs to speed up the construction of the system of special laws and management departments. Chongqing water affairs is a leader in the national sewage treatment industry. Through the study on the management of Chongqing water operation risks, first of all, it can help Chongqing water affairs discover the risks existing in the operation process and find ways to control the risks; secondly, The risk of water operation in Chongqing is very representative in sewage treatment industry, and other sewage treatment enterprises can use it as a reference. Finally, The operating risks exposed by water affairs in Chongqing can provide reference for the country to popularize PPP project in the future, and provide the basis for making relevant laws and regulations of PPP project.
