【摘要】：住房公積金制度是我國在進(jìn)行城鎮(zhèn)住房體制改革過程中的一項(xiàng)金融創(chuàng)新制度。北京地區(qū)是我國最早一批實(shí)施住房公積金制度的城市之一。住房公積金制度自實(shí)施以來在解決百姓住房問題方面發(fā)揮了巨大的作用,但仍然有些問題需要解決。本文首先對北京市住房公積金制度的背景、內(nèi)涵及特征進(jìn)行了介紹,然后對北京市住房公積金制度20多年的發(fā)展歷程進(jìn)行了總結(jié),對其運(yùn)行狀況進(jìn)行了評價(jià),在此基礎(chǔ)上指出了北京市住房公積金制度在管理體制上存在法律地位不明確、決策機(jī)構(gòu)功能被虛化、監(jiān)管力量分散的問題;在運(yùn)行機(jī)制上存在受政策制約不能統(tǒng)籌使用、使用上的公平性、增值收益分配不合理、以及對繳存職工服務(wù)不到位的問題。再次,通過國外公共住房資金管理模式的探討,選取了兩個典型國家——新加坡和墨西哥的住房公積金發(fā)展模式進(jìn)行分析,并提出可以借鑒之處。最后對完善北京住房公積金制度提出對策建議,通過明確管理中心法律地位、優(yōu)化決策機(jī)構(gòu)、完善監(jiān)管體系來改進(jìn)管理體制方面存在問題;通過加強(qiáng)住房公積金風(fēng)險(xiǎn)管理、合理調(diào)整住房公積金使用政策、對增值收益分配后再運(yùn)作以及轉(zhuǎn)變服務(wù)模式,完善服務(wù)監(jiān)督來實(shí)現(xiàn)運(yùn)行機(jī)制方面的優(yōu)化。
[Abstract]:Housing provident fund system is a financial innovation system in the process of urban housing reform in China. Beijing area is one of the first cities in China to implement housing provident fund system. Since its implementation, the housing provident fund system has played a huge role in solving the problem of people's housing, but still some problems need to be solved. This article first introduces the background, connotation and characteristics of the housing provident fund system in Beijing, and then sums up the development course of the housing provident fund system of Beijing for more than 20 years, and evaluates the running status of the housing provident fund system in Beijing. On this basis, it points out that the legal status of the housing provident fund system in Beijing has no legal status in the management system. It is clear that the function of the policy-making institution is empty and the supervision power is scattered; there are two typical problems in the operation mechanism, which can not be used as a co-ordinate by policy, the fairness in use, the irrational distribution of value-added income, and the lack of service for the staff and workers. The development model of housing provident fund in Singapore and Mexico is analyzed and the reference points are put forward. Finally, some suggestions are put forward to improve the housing provident fund system in Beijing. Through the clear legal status of the management center, the optimization of decision-making institutions, the improvement of the regulatory system to the management system, and the strengthening of housing through strengthening housing. The risk management of provident fund, the rational adjustment of the housing provident fund policy, the distribution of value-added income after the operation and the transformation of service mode, and improve the service supervision to achieve the optimization of the operating mechanism.
