基于公平效率視角:廣州市公共租賃住房補貼模式分析
[Abstract]:Housing is one of the indispensable material bases for human survival and development. Whether the housing problem of middle and low income groups can be properly solved is related to the national economy and people's livelihood as well as the harmony and stability of the society. In the whole affordable housing construction system, compared with other affordable housing, the public rental housing can be feasible and effective to solve the housing difficulties of low- and middle-income people, so, China is gradually building a housing security system with public rental housing as the main body. The characteristics of public goods of affordable housing lead to problems in the field of housing security, such as insufficient supply, asymmetric information, limited public decision-making and so on. These problems affect the fairness and efficiency of housing security work. With the development of fairness and justice, equity and efficiency in the field of housing security are becoming more and more important. Guangzhou is one of the earliest cities in the development of public rental housing security system in China, and it is also a metropolis with a large foreign population. Fairness and efficiency are particularly important here. This paper will take Guangzhou as an example. This paper analyzes the equity and efficiency of the public rental housing subsidy model in the city. First of all, it summarizes the theories of social security, fairness and efficiency, fair distribution, consumer utility and so on. On the basis of sufficient theory, this paper combs the process of housing security work in our country and Guangzhou. Then the current public rental housing subsidy model in Guangzhou is analyzed in detail. From the perspective of fairness, the current subsidy system of public rental housing in Guangzhou has the problem of unfair starting point of qualification examination. Secondly, this paper analyzes the process of allocation of public rental housing subsidies and the unfairness of the results of the allocation of public rental housing subsidies based on the data of public rental housing allocation in Guangzhou in 2016. From the perspective of efficiency, this paper first analyzes the efficiency of public rental housing funds and physical allocation of rent efficiency, and then through the utility evaluation model, comparative analysis of the different subsidy models of the living level and welfare level of the object. The conclusion is that monetary subsidy can effectively improve the level of housing security welfare, and monetary matching rent can improve the living level. Finally, based on the experience of the development of affordable housing in Germany, Singapore and Hong Kong, this paper puts forward a series of suggestions to improve the fairness and efficiency of public rental housing subsidies in Guangzhou.
