【摘要】：深入考察農(nóng)村小型公共基礎(chǔ)設(shè)施村民自建項目,并探討其運作管理機制,具有顯著的現(xiàn)實意義。農(nóng)村小型公共基礎(chǔ)設(shè)施項目通過村民自建為政府合理規(guī)劃布局農(nóng)村基礎(chǔ)設(shè)施提供了項目支撐。并運用管理理論應(yīng)用于實際的小型公共基礎(chǔ)設(shè)施項目,推動政府實施農(nóng)業(yè)政策的效益落實到了實處,保證了農(nóng)村小型公共基礎(chǔ)設(shè)施工程項目的建設(shè)質(zhì)量,提升了農(nóng)村小型公共基礎(chǔ)設(shè)施工程項目的管護質(zhì)量,保障了村民合法權(quán)益,確保了農(nóng)村小型公共基礎(chǔ)設(shè)施工程項目按計劃順利運行。本文對農(nóng)村小型公共基礎(chǔ)設(shè)施項目管理的探討,以深入細致調(diào)查和數(shù)據(jù)搜集為基礎(chǔ),以國內(nèi)外村民參與農(nóng)村小型公共基礎(chǔ)設(shè)施項目的實證為參照系,分別借助現(xiàn)代管理理論和分析方法,對所搜集的材料進行定性分析評判和加工整理,并通過案例分析,揭示村民參與農(nóng)村小型公共基礎(chǔ)設(shè)施項目管理的現(xiàn)狀和主要問題。通過研究發(fā)現(xiàn),在農(nóng)村小型公共基礎(chǔ)設(shè)施項目管理方面如何進一步豐富和完善保護村民權(quán)益的機制,程序和方法,保護村民與小農(nóng)戶的管理權(quán)益,建立政府與村民上下聯(lián)動的新型項目管理機制,實現(xiàn)了農(nóng)村基礎(chǔ)設(shè)施"建養(yǎng)管"中的"責權(quán)利"一體,是破解項目與需求脫節(jié)、建設(shè)與村民無關(guān)、管養(yǎng)主體不明的難題的關(guān)鍵�；谏鲜龇治鲅芯�,提出了保護村民參與農(nóng)村小型公共基礎(chǔ)設(shè)施項目的對策和措施。
[Abstract]:It is of great practical significance to investigate the villagers' self-building project of rural small public infrastructure and discuss its operation and management mechanism. The rural small public infrastructure project provides the project support for the government to plan and distribute the rural infrastructure by the villagers themselves. And applying the management theory to the practical small public infrastructure projects, promoting the efficiency of the government to implement the agricultural policy into practice, and ensuring the construction quality of the rural small public infrastructure projects. It improves the quality of management and protection of small public infrastructure projects in rural areas, ensures the lawful rights and interests of villagers, and ensures the smooth operation of small public infrastructure projects in rural areas as planned. In this paper, the management of small public infrastructure projects in rural areas is discussed, based on a thorough investigation and data collection, and the empirical evidence of villagers' participation in small public infrastructure projects in rural areas at home and abroad is taken as the reference frame. With the help of modern management theory and analysis method, qualitative analysis and processing of the collected materials are carried out, and through case analysis, the present situation and main problems of villagers' participation in the management of small public infrastructure projects in rural areas are revealed. Through the research, it is found that how to further enrich and perfect the mechanism, procedure and method of protecting villagers' rights and interests, and protect the management rights and interests of villagers and small farmers in the management of rural small public infrastructure projects, The establishment of a new project management mechanism, which is linked up and down between the government and the villagers, realizes the "responsibility right" in the rural infrastructure, which is the key to solve the problem of disconnection between the project and the demand, the construction has nothing to do with the villagers, and the mainstay is not clear. Based on the above analysis, the countermeasures and measures to protect villagers' participation in small public infrastructure projects in rural areas are put forward.
