【摘要】：PPP模式因?yàn)檩^好地發(fā)揮了政府部門和私營(yíng)部門的各自優(yōu)勢(shì),提高了項(xiàng)目的建設(shè)和運(yùn)營(yíng)效率,在近年來得到了迅速的推廣。但PPP項(xiàng)目風(fēng)險(xiǎn)復(fù)雜,風(fēng)險(xiǎn)分擔(dān)方案的制定一直是PPP項(xiàng)目合同簽訂過程中公私雙方爭(zhēng)論的焦點(diǎn)。本文首先運(yùn)用合作博弈理論構(gòu)建公共部門和私營(yíng)部門的風(fēng)險(xiǎn)分擔(dān)模型,進(jìn)而利用網(wǎng)絡(luò)層次分析法引入項(xiàng)目屬性、合作機(jī)制、風(fēng)險(xiǎn)屬性、風(fēng)險(xiǎn)控制和損失承受五類因素對(duì)分擔(dān)比例的影響,對(duì)合作博弈模型的解進(jìn)行修正。在此基礎(chǔ)上以某污水處理廠PPP項(xiàng)目為例對(duì)模型進(jìn)行應(yīng)用,求得最優(yōu)風(fēng)險(xiǎn)分擔(dān)比例。本文不僅為相關(guān)研究提供了新視角,也為PPP項(xiàng)目實(shí)踐中風(fēng)險(xiǎn)分擔(dān)方案的制定提供了決策依據(jù)。
[Abstract]:The PPP model has been popularized rapidly in recent years because it has brought into full play the respective advantages of the government and the private sector and improved the construction and operation efficiency of the project. However, the risk of PPP project is complex, and the formulation of risk sharing scheme is always the focus of public and private disputes in the process of signing the contract of PPP project. In this paper, we first use the cooperative game theory to construct the risk sharing model between the public sector and the private sector, and then introduce the project attribute, cooperation mechanism, risk attribute by using the analytic hierarchy process of network. The effect of five factors, risk control and loss bearing, on the proportion of the cooperative game model is modified. On this basis, the PPP project of a sewage treatment plant is taken as an example to apply the model, and the optimal risk sharing ratio is obtained. This paper not only provides a new perspective for related research, but also provides a decision basis for the formulation of risk sharing scheme in the practice of PPP project.
