【摘要】：通過統(tǒng)計數(shù)據(jù)分析,1990~2012年常住人口城鎮(zhèn)化率年均增長4.5%,遠大于戶籍人口城鎮(zhèn)化率年均增長3.1%;2003~2013年市轄區(qū)人口比重逐漸下降,鎮(zhèn)街區(qū)人口比重逐漸上升,呈現(xiàn)明顯的逆城市化趨勢。城市戶籍雖然有吸引力,但是人口小城鎮(zhèn)轉移已成為較好的現(xiàn)實選擇。出現(xiàn)這種變化的主要因素是國家執(zhí)政理念越來越科學化以及城—鎮(zhèn)—村全要素生產(chǎn)率變化的結果。實現(xiàn)勞動力等生產(chǎn)要素城鄉(xiāng)間有序流動的關鍵是轉變觀念,做好城—鎮(zhèn)—村一元協(xié)同規(guī)劃;轉變職能,提升各級政府協(xié)調管理水平;準確定位,大力發(fā)展鄉(xiāng)鎮(zhèn)企業(yè)集聚經(jīng)濟;強化基礎,提升小城鎮(zhèn)生活質量;生態(tài)修復,提升小城鎮(zhèn)文化品位。
[Abstract]:Through statistical data analysis, the average annual increase of urbanization rate of resident population from 1990 to 2012 is 4.5%, which is much larger than the average annual increase of resident population urbanization rate (3.1%) from 2003 to 2013. The proportion of population in urban districts gradually decreases, and the proportion of population in town blocks increases gradually, showing an obvious trend of inverse urbanization. Although urban household registration is attractive, small town migration has become a better choice. The main reason for this change is that the concept of government is becoming more and more scientific and the total factor productivity of city, town and village is changing. The key to realize the orderly flow of labor force between urban and rural areas is to change the concept, make the coordinated planning of the city, town and village, change the function, improve the level of coordinated management of the governments at all levels, accurately position and vigorously develop the agglomeration economy of township enterprises. Strengthen the foundation, improve the quality of life of small towns, ecological restoration, improve the cultural taste of small towns.
