【摘要】：縱觀新世紀(jì)以來(lái)的發(fā)展歷程,中國(guó)城鎮(zhèn)化在2010年之后已經(jīng)從加速階段轉(zhuǎn)變?yōu)闇p速階段,且減速趨勢(shì)持續(xù)加深。從人口角度看,城鎮(zhèn)化減速發(fā)展的深層原因在于農(nóng)村人口規(guī)模與結(jié)構(gòu)的變化導(dǎo)致的農(nóng)村人口向城鎮(zhèn)遷移的規(guī)模和潛力漸趨下降。在此背景下,政府需要應(yīng)地制宜地制定區(qū)域性的城鎮(zhèn)化發(fā)展目標(biāo)和戰(zhàn)略,推動(dòng)產(chǎn)城融合發(fā)展和特色城鎮(zhèn)發(fā)展;著力推動(dòng)解決各種"城市病"問(wèn)題,改善城鎮(zhèn)發(fā)展的質(zhì)量和效益;進(jìn)一步提升和發(fā)展農(nóng)村和農(nóng)業(yè)生產(chǎn)力水平,夯實(shí)城鎮(zhèn)化發(fā)展的根基;進(jìn)一步調(diào)整完善生育政策、戶籍政策與公共服務(wù)政策等相關(guān)政策,促進(jìn)城鎮(zhèn)化健康與可持續(xù)發(fā)展。
[Abstract]:Looking at the development process of the new century, China's urbanization has changed from the acceleration stage to the deceleration stage after 2010, and the deceleration trend continues to deepen. From the point of view of population, the deep reason of the slow development of urbanization lies in the decline of the scale and potential of the migration of rural population to cities and towns caused by the change of the scale and structure of rural population. In this context, the government needs to formulate regional urbanization development goals and strategies, promote the integration of production and urban development and the development of characteristic towns, and focus on solving various problems of "urban diseases" and improving the quality and efficiency of urban development. Further improve and develop the level of rural and agricultural productivity, consolidate the foundation of urbanization development, and further adjust and improve the fertility policy, household registration policy and public service policy and other related policies to promote the healthy and sustainable development of urbanization.
