山西省非公經(jīng)濟員工體面勞動實現(xiàn)狀況及影響因素研究

【摘要】:“體面勞動”這一概念自1999年在第87屆國際勞動大會上提出以來,就受到國內(nèi)外學界的廣泛關注,成為繼“國際勞工標準”之后關于員工工作狀況的又一個評價標準,倡導世界各國要全面實現(xiàn)員工體面勞動。我國兩屆國家領導人均在重要會議上提出實現(xiàn)體面勞動的戰(zhàn)略目標。山西省目前處于經(jīng)濟轉型發(fā)展階段,非公經(jīng)濟企業(yè)是經(jīng)濟結構轉型的重要力量,研究山西省非公經(jīng)濟企業(yè)員工體面勞動實現(xiàn)狀況及影響因素,一方面,有助于倡導山西省非公經(jīng)濟企業(yè)重視員工體面勞動的實現(xiàn),另一方面,員工體面勞動狀況的提升也有助于促進企業(yè)健康長效發(fā)展,從而為山西省經(jīng)濟結構轉型貢獻力量。本文在分析國內(nèi)外研究狀況的基礎上,找出該問題的理論依據(jù),確定了研究方向、研究方法及研究目標。文章以勞動價值論、勞動關系理論、馬斯洛需要層次理論及非完全古典假設下二元經(jīng)濟結構轉化理論為理論支撐,為相關對策建議提供理論依據(jù);以衡量員工客觀體面勞動狀況為研究方向,在研究過程中嚴格按照客觀狀況這一方向進行測量指標的設計;以定性研究與定量研究相結合為研究方法,定性研究方法體現(xiàn)為文獻研究法和理論研究法,定量研究體現(xiàn)為問卷調(diào)查、因子分析及方差分析法等方法;以找出山西省非公經(jīng)濟員工體面勞動狀況的短板、影響因素、分析全面實現(xiàn)員工體面勞動的方法為研究目標。通過分析,認為山西省非公經(jīng)濟企業(yè)員工體面勞動狀況的短板為安全衛(wèi)生、勞動合同及社會對話。個人層面因素中年齡、工作年限、文化程度、任職情況、月總收入對員工體面勞動狀況有顯著影響;企業(yè)層面因素中企業(yè)成立年限、工作地、企業(yè)規(guī)模對員工體面勞動狀況存在顯著影響。結合山西省非公經(jīng)濟企業(yè)員工體面勞動狀況的短板及各層面影響因素,從個人層面、企業(yè)層面及政府層面分別提出了全面實現(xiàn)非公經(jīng)濟員工體面勞動的對策建議。從個人角度,要全方位提升個人知識、技能和能力,強化法律意識、增強維權能力。從企業(yè)角度要轉變傳統(tǒng)觀念、保護員工合法權益,增強管理民主性、提升員工話語權,加大員工培訓力度、提升企業(yè)人力資本,重視員工關懷、構建和諧勞動關系。從政府角度要強化社會各界“體面勞動”意識、促進體面勞動實現(xiàn),強化勞動監(jiān)察部門責任感、促進勞動法規(guī)落地,加大對非公經(jīng)濟企業(yè)的支持力度、助力企業(yè)實力提升。此次研究只是員工體面勞動實現(xiàn)道路中的一小步,希望未來會有更多的人能認識和了解體面勞動,讓全社會的勞動者真正實現(xiàn)體面勞動,在勞動中實現(xiàn)個人價值、獲得價值認同。
[Abstract]:Since the concept of "decent work" was put forward at the 87th International Labour Congress in 1999, it has received extensive attention from scholars both at home and abroad, and has become another evaluation standard for the working conditions of employees after the "International Labour Standards". Advocate that countries all over the world to fully achieve decent work for employees. China's two national leaders put forward the strategic goal of achieving decent work at important meetings. Shanxi Province is currently in the stage of economic transformation and development. Non-public economic enterprises are important forces in the economic structural transformation. This paper studies the status quo of the realization of decent work for employees of non-public economic enterprises in Shanxi Province and its influencing factors. On the one hand, It is helpful to advocate the non-public economy enterprises in Shanxi Province to attach importance to the realization of decent work for employees. On the other hand, the promotion of decent work situation of employees can also help to promote the healthy and long-term development of enterprises, thus contributing to the transformation of economic structure in Shanxi Province. On the basis of analyzing the research situation at home and abroad, this paper finds out the theoretical basis of the problem, and determines the research direction, research methods and research objectives. Based on the theory of labor value, labor relation theory, Maslow's hierarchy theory and the transformation theory of dualistic economic structure under the incomplete classical hypothesis, this paper provides the theoretical basis for the relevant countermeasures and suggestions. In order to measure the objective decent labor status of employees as the research direction, in the course of the research strictly in accordance with the objective situation of the direction of the design of measurement indicators, qualitative and quantitative research as the combination of research methods, The qualitative research methods are literature research method and theory research method, the quantitative research method is questionnaire survey, factor analysis and variance analysis, so as to find out the short board and influencing factors of the decent work condition of non-public economy workers in Shanxi Province. The aim of this study is to analyze the methods of achieving decent work for employees. Based on the analysis, it is concluded that safety and health, labor contract and social dialogue are the short board of decent work for employees of non-public economy enterprises in Shanxi Province. Age, working years, education level, employment status, monthly gross income have significant influence on the decent work status of employees in the personal level factors, among the enterprise level factors, the number of years of the establishment of the enterprise, the place of work, The scale of the enterprise has a significant impact on the decent labor status of employees. Combined with the short board and influencing factors of the decent work situation of employees in non-public economy enterprises in Shanxi Province, the countermeasures and suggestions of realizing decent work of employees in non-public economy are put forward from the level of individual, enterprise and government respectively. From a personal point of view, we should enhance personal knowledge, skills and abilities, strengthen legal awareness, and strengthen the ability to protect rights. From the point of view of enterprise, we should change the traditional concept, protect the legitimate rights and interests of employees, enhance the democracy of management, enhance the voice of employees, increase the strength of staff training, enhance the human capital of enterprises, attach importance to the care of employees, and construct harmonious labor relations. From the angle of government, we should strengthen the consciousness of "decent work", promote the realization of decent work, strengthen the sense of responsibility of labor supervision departments, promote the landing of labor laws and regulations, increase the support for non-public economic enterprises, and promote the strength of enterprises. This study is only a small step on the road to the realization of decent work for employees. It is hoped that in the future more people will be able to understand and understand decent work, so that workers in the whole society can truly realize decent work and realize their personal value in their work.
