【摘要】：跨境經(jīng)濟(jì)合作區(qū)是推動(dòng)世界經(jīng)濟(jì)一體化和經(jīng)濟(jì)全球化的重要途徑之一。中國(guó)—哈薩克斯坦霍爾果斯邊境合作中心作為全球唯一的跨國(guó)境貿(mào)易合作中心,自2012年封關(guān)運(yùn)行以來蓬勃發(fā)展,在貿(mào)易、投資、加工、物流等方面起到一定示范作用。其物流活動(dòng)主要采取"政府搭臺(tái)、商戶運(yùn)營(yíng)、海檢監(jiān)管"的綜合經(jīng)營(yíng)模式,政府提供基本平臺(tái),企業(yè)和商戶自行運(yùn)作貿(mào)易及物流活動(dòng),所有入?yún)^(qū)貨物辦理報(bào)關(guān)手續(xù),用海關(guān)監(jiān)管車輛進(jìn)行運(yùn)輸。而構(gòu)建免稅購(gòu)物基地,實(shí)施通關(guān)便利化,加快旅游業(yè)發(fā)展,建設(shè)配套保稅物流園區(qū)等戰(zhàn)略舉措,則保證了合作中心物流業(yè)的持續(xù)健康發(fā)展。由此,可選址邊境物流節(jié)點(diǎn)和貿(mào)易節(jié)點(diǎn)構(gòu)建國(guó)際物流中心,依托專門合作機(jī)構(gòu)進(jìn)行系統(tǒng)化運(yùn)營(yíng),充分保障經(jīng)濟(jì)貿(mào)易資源的市場(chǎng)化配置,建設(shè)"一帶一路"國(guó)際物流經(jīng)濟(jì)走廊。
[Abstract]:Cross-border economic cooperation zone is one of the important ways to promote world economic integration and economic globalization. As the world's only cross-border trade cooperation center, China-Kazakhstan Horgos Border Cooperation Center has developed vigorously since the customs closed in 2012, and has played a role in trade, investment, processing, logistics and so on. Its logistics activities mainly adopt the comprehensive business model of "government setting up Taiwan, business operators' operation, maritime inspection and supervision". The government provides the basic platform, enterprises and businesses operate their own trade and logistics activities, and all goods entering the area go through customs declaration procedures. Transport vehicles under customs control. The construction of duty-free shopping base, the implementation of customs clearance facilitation, speeding up the development of tourism, and the construction of supporting bonded logistics park and other strategic measures to ensure the sustainable and healthy development of the logistics industry in the cooperation center. Therefore, the border logistics node and the trade node can be selected to build the international logistics center, and the international logistics economic corridor of "Belt and Road" can be constructed by relying on the systematic operation of the special cooperative organization, which can fully guarantee the market-oriented allocation of economic and trade resources and build the "Belt and Road" international logistics economic corridor.
